About this file

This is Addendum 2 to a design-build procurement by Dunn County, Wisconsin for HVAC system upgrades at the Judicial Center. The addendum comprises question-and-answer documentation addressing 15 inquiries from proposers regarding existing building systems, equipment specifications, and project requirements. Key technical clarifications include confirmation that the Government Center bore field operates independently from the Judicial Center's planned geothermal system, with interconnection available only as a separately priced alternate; the chilled water loop contains 30-35% propylene glycol and is not drained seasonally; steam injection humidification has been inactive since 2005; the hot water boiler plant operates year-round to support reheat requirements with temperatures reset between 150°F and 195°F based on outdoor air temperature; and six electronically actuated fire dampers serve jail areas with pneumatic backup controlled through the building automation system. The County will make available scanned record drawings and as-built documentation to proposers and may retain certain equipment removed from service, including microzone controllers, VAV micronets, motors, and circulating pumps, with final disposition coordinated with the selected design-build team. Proposers are responsible for independent load modeling, bore field capacity validation, performance verification of existing geothermal infrastructure, and due diligence analysis to support their design assumptions, as the County has limited verified documentation regarding the existing Government Center geothermal system's capacity, historical performance, flow rates, and temperatures.

The procurement requires proposers to address the geothermal system with a base proposal assuming separate and independent systems for both facilities and a separately priced add alternate for interconnection including all associated piping, controls, and system modifications. Bids are due March 3, 2026 at 2:00 p.m. local time. The County reserves the right to terminate the selection process and reject any or all offers. No pricing information, budget amounts, set-asides, or incumbent vendor data are detailed in this addendum, which serves solely to provide clarifications and additional technical information to support proposer preparation and cost estimation.

PROJECT: Judicial Center HVAC System Upgrades – Design-Build Project

PROJECT#: 2025.07

Question and Answer

1. What is the heating and cooling full-load run hours and the peak capacities of the

Government Center bore field?

Answer:

“The County does not have verified full-load run hours or peak capacity data for the Government Center bore field. The conditioned area associated with the Government Center is approximately 79,560 square feet and is primarily office/public occupancy. As a Design-Build project, proposers shall perform their own load modeling and bore field capacity validation (including any temporary metering of loop flow and temperatures, as required) to confirm peak capacity and full-load run hours.”

2. Can you provide a typical usage schedule for the courthouse, jail, and office areas and time of accessibility?

Answer:

Upstairs: Court Office Hours Monday – Friday 8:00am - 4:30pm Basement: Sheriff / Menomonie PD 24-7: Shift change: 6:00–6:30 AM / PM Basement: EMS (ENS) 24-7:Shifts: 7–3, 3–11, 11–7

3. Chilled Water System: Is any Glycol in the Chiller Water Loop? If so, what is the approximate percentage of Glycol? Is it Propylene or Ethylene Glycol?

Answer: Yes, Propylene Glycol between 30-35%

4. Chilled Water System: Do chilled water coils located in the AHU’s or ductwork (AHU-9) get drained during the winter?

Answer: No. Chilled water coils are not drained during the winter.

5. Ventilation Units: Is steam injection still being used for humidification in the supply air of the AHU’s? If so, where is the location of this steam boiler? What is the manufacturer & model number of the steam boiler?

Answer: No. Steam injection humidification has not been operational since approximately 2005, when the system was converted to a hydronic configuration.

6. Ventilation Units: What quantity of the smoke and/or fire dampers that are located throughout the facility utilize pneumatic actuation served by the air compressor? What quantity of these smoke and/or fire dampers are interfaced with the existing fire alarm system?

ADDENDUM 2

Answer: There are 6 known fire dampers serving the jail areas that are electronically actuated.

The attached Damper Schedule (2 pages) shows the dampers on the Air Handlers. During a fire alarm, all air handlers are shut down by the BAS and the dampers are closed by the pneumatic system. There is also a purge control on air handlers 5, 6, 8, 9, 10, 11, and 12. The purge system is controlled by the BAS and there are switches in the pod control to activate a purge of the air handlers should something like mace be deployed. It is designed to open all the dampers on that air handler to let fresh air in and exhaust the contaminated air.

7. Heating System: Is the hot boiler plant remaining operational throughout the summer for reheat?

Answer: Yes. The hot water boiler plant remains operational year-round to support reheat requirements.

8. General Question: Maintenance staff indicated that the drawings currently located in the electrical room in the lower level of the Judicial Center have been either scanned or photographed and are available in electronic format. Formally requesting those drawings (or As-Built Drawings) or, at a minimum, the opportunity to access the drawings on-site.

This information is specifically being requested for HVAC schedules illustrating the quantities, capacities, types and locations of HVAC equipment such as VAV/RH boxes, air handling units, etc.

Answer: Available record drawings and as-built documentation have been scanned and are available in electronic format. These documents will be made available to proposers via an addendum or shared electronic location.

The drawings are provided for reference only and should not be relied upon as verified as-built conditions or certified capacity documentation.

9. General Question: Does Dunn County want to retain any equipment / assets removed from service?

Answer: The County may elect to retain certain equipment removed from service, including but not limited to microzone controllers, VAV micronets, 480V three-phase motors, and circulating pumps. Final disposition will be coordinated with the selected Design-Build team.

10. Geothermal System: Does the Government Center currently utilize the same existing geothermal well field that is also being considered for the Judicial Center?

Answer: No. The existing Government Center geothermal system and bore field are separate.

The base scope of the Judicial Center project includes a new geothermal bore field dedicated to the Judicial Center. Any interconnection between the Government Center and Judicial Center bore fields shall be addressed only as a separately priced alternate.

11. Geothermal System: Please provide any/all documentation associated with the existing geothermal well field (locations, capacities, dimensions, installation year, materials used, etc.). Documentation requested also includes anticipated excess well field design capacity available for Judicial Center compared to well field design capacity allocated for the existing Government Center.

Answer: The County has limited documentation for the existing Government Center geothermal well field. Available information includes record drawings/blueprints that generally depict bore field layout, approximate well locations, and installation details.

The County does not have verified documentation for the following:

Aggregate or individual well field capacity Thermal response testing data Verified design or operational flow rates Verified design or operational supply/return temperatures Anticipated excess well field capacity available for future facilities The available drawings are provided for reference only and should not be relied upon as a representation of current system capacity, performance, or suitability for expansion or interconnection.

As this is a Design-Build procurement, proposers shall be responsible for performing their own due diligence, analysis, modeling, field verification, and/or testing necessary to determine geothermal system capacity, performance, and feasibility of any proposed configuration.

The County makes no representation or guarantee regarding excess capacity within the existing Government Center geothermal well field.

12. Heating System: Please provide typical operation of the two (2) existing Burnham Boilers during the winter heating season. (e.g. can a single boiler handle the heating load for the majority of the winter heating season, and the second boiler is operated as a back-up boiler?

Answer: Yes, 2nd Boiler is used as a backup due to 24 hour service

13 Geothermal System: If the existing Government Center utilizes the same existing geothermal well field that is also being considered for the Judicial Center? Requesting additional specific information for this well field including:

a. Historical (trended) flow rates

b. System design flow rates

c. Historical (trended) supply/return temperatures

d. System design supply/return temperatures

e. Have there been any performance issues, reduced capacity issues, or operational problems?

f. What maintenance has been performed?

Answer: The existing Government Center geothermal system and bore field currently operate as an independent system. The County does not have verified historical trending data or original design documentation sufficient to definitively characterize flow rates, temperatures, or long-term performance of the existing Government Center bore field.

The original RFP language referencing potential interconnection of geothermal bore fields was conceptual in nature. After further internal discussion, the County is clarifying that interconnection of the Government Center and Judicial Center geothermal bore fields is not required as part of the base scope of this project.

As part of this Design-Build procurement, proposers shall address the geothermal system as follows:

Base Proposal:

Assume the Government Center and Judicial Center geothermal systems and bore fields remain separate and independent, with a new geothermal bore field dedicated to the Judicial Center.

Add Alternate:

Provide a separately priced add alternate to interconnect the Government Center and Judicial Center geothermal bore fields, including all piping, pumps, controls, valving, metering, and system modifications necessary to allow coordinated operation of the two systems.

With respect to the existing Government Center bore field, the County can provide limited information only. The following data are not available or not verified by the County:

a. Historical (trended) flow rates

b. System design flow rates

c. Historical (trended) supply/return temperatures

d. System design supply/return temperatures The County is not aware of any documented systemic performance failures of the existing Government Center geothermal system; however, proposers shall assume that any detailed performance validation, condition assessment, modeling, or temporary metering required to support their design assumptions is the responsibility of the Design-Build team.

Routine maintenance has been performed by County staff and/or service contractors consistent with standard geothermal system practices. Detailed maintenance records are limited.

The County reserves the right to accept or reject the add alternate based on overall project cost, performance, and long-term operational considerations.

14. Heating System: Is there any Glycol in the hot water system loop (main building boilers)?

If so, what is the approximate percentage of Glycol? Is it propylene or ethylene glycol?

Answer: No. The hot water system contains a corrosion inhibitor only; no glycol is present.

15. Heating System: Is the hot water system loop (main building boilers) being reset based on outdoor air temperature (OAT)? If so, what are the approximate hot water supply temperatures (HWST) reset schedule (HWST relative to OAT)?

Answer: Yes. The hot water system is reset based on outdoor air temperature. Typical hot water supply temperature setpoints range from approximately 195°F during winter conditions to 150°F during summer conditions. The specific BAS control algorithm is not fully documented.

Reminder, bids are due March 3, 2026 at 2:00pm Local Time.

Dunn County reserves the right to terminate the selection process at any time and reject any or all offers. The County shall not be liable for any pre-contract costs incurred by interested firms participating in the selection process.
