About this file

This document is Addendum 1 for a Jail Phone System Project (Project #2025.06) issued by Dunn County, Wisconsin. The addendum provides clarifications and responses to vendor questions regarding a Request for Proposal (RFP) for an inmate communication system. Bids are due on September 29th, 2025 at 2:00 pm local time, with the county reserving the right to terminate the selection process and reject any or all offers.

The addendum addresses key vendor inquiries, including confirmation that multiple pricing options will be accepted, rates will be considered in the evaluation, and only FCC-compliant pricing models will be permitted. The county will evaluate the proposal's revenue comprehensively, considering visits, tablet revenue, and phone call rates as part of the total revenue share. The evaluation criteria allocate 40% to "Revenue," with an emphasis on per-minute pricing that adheres to FCC regulations. The county will not be liable for pre-contract costs incurred by participating firms, and additional clarification questions will be accepted after the initial round of inquiries.

2025.06 Question and Answer

1. Will the County allow for a proposal to present multiple pricing options for the County’s consideration?

i. Yes, the county will review different proposals for pricing options

2. The evaluation criteria in RFP section 3.4 allots 40% to “Revenue,” but there is no mention of rates charged to inmates and their friends/family in this category. Will rates be considered in the evaluation of the financial offer? What are the relative weights of rates and fees compared to revenue share? Will one be valued more highly than the other?

i. Yes, rates will be considered. The rates should follow guidelines and per minute pricing that the FCC regulates. The county will review revenue as a whole and not value weights of rates more highly than the other. Visits, tablet revenue, and phone call rates as a whole will be considered in total revenue share.

3. The FCC requires per-minute pricing on inmate calling. Please confirm that the County will prohibit any non-FCC-compliant pricing models, such as per-megabyte pricing?

i. We will prohibit any non FCC-compliant pricing models

4. After the first round of questions is answered, will the County accept additional questions if clarification is needed for any of the County’s responses?

i. Yes Reminder, bids are due September 29th, 2025 at 2:00pm Local Time Dunn County reserves the right to terminate the selection process at any time and reject any or all offers. The County shall not be liable for any pre-contract costs incurred by interested firms participating in the selection process.
