About this file
This is a Justification for Other Than Full and Open Competition (Brand Name) document for FY25 Microsoft Unified Support (HTC711-25-Q-D041) issued by the United States Transportation Command Directorate of Acquisition's IT Programs and Support Services Division at Scott AFB, IL.
The Surface Deployment and Distribution Command (SDDC)-G6 requires renewal of Microsoft Unified Support services for the period March 23, 2025 - March 22, 2026 through a firm-fixed price contract. The services include priority telephone assistance, dedicated Customer Satisfaction Account Management (CSAM), problem resolution support, rapid on-site support, software assurance conversion services, infrastructure and development support assistance, and access to online tools including Expert Roundtables and Microsoft Developer Network Subscription (MSDN). The justification cites FAR 6.302-1 (Only One Responsible Source) as Microsoft and their authorized resellers are the only providers who can offer the required level of software support, updates, and troubleshooting expertise for Microsoft products that form the core IT baseline for SDDC's workstation/server operating systems, Office automation tools, and SharePoint portal. All technical assistance must be provided by US National Security Cleared personnel with direct access to Microsoft Engineering Design Department.

FAR 6.302-1 Only one responsible source; 10 U.S.C 3204(a)(l)
4. JUSTIFICATION/BRAND NAME:
Microsoft and their authorized resellers are the only providers who can offer software updates/enhancements, technical suppo1t and software troubleshooting assistance with the level of expe1tise required to provide the response needed by the government.
Microsoft software is a standard which represents the core of our Info1mation Technology baseline for both Workstation Operating Systems, Seiver Operating Systems, Office Automation (i.e., Word, Excel, Outlook/Exchange, etc), and the SDDC SharePoint Po1tal. Without this critical suppo1t the timeliness of response and implementation of coITective actions to resolve technical issues will be severely impaired. Only Microsoft Unified Suppo1t can provide the level of expe1tise required to meet the Government's requirement.
