The RFQ targets playground vendors with existing cooperative purchasing agreements (such as Sourcewell) who can demonstrate capabilities in designing innovative playgrounds for children aged 2-12 years old. A mandatory pre-bid meeting is scheduled for February 19, 2025, at 1:00 p.m. at Poppleton Park, with proposal submissions due on March 13, 2025, at 2:00 p.m. The project scope includes comprehensive playground design involving artificial turf, drinking fountains, restroom facilities, grading, site preparation, shade canopies, lighting, and restoration, with specific design requirements to meet ASTM, CPSC, and ADA standards.

The RFQ outlines a detailed evaluation process with 100 total possible points, including 40 points for vendor profile and capacity, 50 points for proposed work plan, and 10 points for fee proposal. Vendors are required to submit three playground schematics with varying budgets (including a fully inclusive playground at Poppleton Park with budgets up to $600,000 and $900,000) and provide a 3D rendering. The City will require public engagement, including meetings with city staff, homeowners' associations, and the Parks and Recreation Board. Fees shall include per-meeting rates and design fees for each park location, with hourly rates for out-of-scope changes. The contract term appears to span from the current fiscal year through June 30, 2028, with potential annual adjustments to fees and scope.

INTRODUCTION

For purposes of this request for qualifications (RFQ) the City of Birmingham will hereby be referred to as “City” and the private firm will hereby be referred to as “Vendor.”

The City of Birmingham, Michigan, intends to design, redesign, and purchase new playground equipment and installation of that playground equipment for several playgrounds in the City of Birmingham over the next number of years. Utilizing comparable cooperative purchasing agreements such as Sourcewell and/or others, the City intends to determine what vendors and companies have to offer for playground services. The purpose of this Request for Qualifications (RFQ) is to request proposals from playground vendors that have been awarded contracts through cooperative purchasing agreements who demonstrate the ability to design, create, provide and install multiple playgrounds of varying sizes throughout the City of Birmingham. Vendors will present their capabilities, experience and ability to perform this work as described in this RFQ.

During the evaluation process, the City’s best interest will be served and the City reserves the right to request additional information or clarification from proposers, or to allow corrections of errors or omissions. At the discretion of the City, vendors submitting proposals may be requested to make oral presentations as part of the evaluation.

REQUEST FOR QUALIFICATIONS (RFQ)

The purpose of this RFQ is to request proposals from vendors. The City is seeking innovative playground design and creative playground equipment for enjoyment of all children but particularly for children aged 2 years to 12 years old. All design and playground equipment must meet current and applicable ASTM, CPSC and ADA standards and guidelines. The playground design and playground equipment will be installed in various areas, and the design should include, but not be limited to, artificial turf for surfacing, drinking fountains, restroom facilities, grading and site preparation work, shade canopies, lighting solutions, and finally, restoration of any affected areas of current playground equipment and/or design during construction.

The City intends to purchase new play equipment for multiple Birmingham parks over the next 2-3 years. Parks vary by size and classification (i.e., mini-park, neighborhood park, community park). Maps of the playgrounds are included as attachments in this RFQ.

Public engagement is an important component of the playground design. Each playground design will require meetings with City staff, representatives from HOA’s, and one or more meetings with the Parks and Recreation Board. Additionally, the City will publicize opportunities for feedback on designs from residents for all or some play areas for the Vendor to include as part of design.

Vendors shall provide three examples/schematics playgrounds of varying sizes and costs as part of their proposal and one 3D rendering example.

Any proposal received after the requested due date of March 13, 2025 by 2:00 pm will not be accepted.
