About this file

This Statement of Work (SOW) is for the City of Sheridan, Colorado, detailing a commercial grade ceramic and carpet tile flooring installation project for the city government building. The project involves replacing existing carpet and failed LVT tile in areas occupied by the police department, general administration, and municipal court, with an estimated 5,000 square feet of ceramic tile for the police department's general operations center, 2,735 square feet of commercial grade carpet tile for government administration, and 1,908 square feet of carpet tile for the court room and chambers. The project is scheduled to begin in early to mid-October 2025, with substantial completion required by December 12, 2025, and all work, including punch lists and rework, to be finished by December 30, 2025. A mandatory pre-bid meeting is scheduled for October 3, 2025, and bid responses are due by October 14, 2025. The contract includes the option for two additional renewal projects if mutually agreed upon by the City and the Contractor.

The project requires a 5% bid bond and will necessitate performance and payment bonds if the contract value exceeds $75,000. Contractors must provide comprehensive insurance, including commercial general liability ($2,000,000 combined single limit), workers' compensation, and automobile liability ($1,000,000 combined single limit). The project mandates that all contractors and employees pass a criminal background check, as work will be performed in high-security areas. Contractors must use commercial-grade materials meeting specific specifications, such as American Olean Porcelain StepWise™ Tile or Tarkett carpet tile, and follow detailed installation guidelines. The City will provide contractor accommodations and storage areas, and reserves the right to make changes to the work scope without materially affecting the contract sum. An additional 3% of flooring materials will be required as extra stock for future repairs.

e. Concrete sub-floors must be sealed using a latex underlayment liquid if required by the ceramic tile or carpet manufacturer's installment instructions.

f. When necessary, a vapor barrier or vapor blocking or mitigation system must be used so that installation adhesives and motors do not fail. Appropriate specialized adhesives and mortars may need to be used to conform to any substrate testing results

g. New flooring shall not be installed on surfaces that are unsuitable and will prevent a proper installation. Defects that are not correctable by procedures as described above shall be brought to the City's attention. Do not start work until all unsatisfactory conditions are corrected

2) Tile Installation:

a. Manufacturers' Instructions: Perform work in compliance with standard accepted installation guidelines and setting materials per manufacturers' instructions.

b. General Installation Standards: Install tiles in accordance with ANSI A108 standards, appropriate TCA methods, and written instructions of the specified manufacturers.

c. Install tile in grid pattern plumb and level. Align joints when adjoining tiles on floor, base, walls, and trim. Adjust to minimize tile cutting and to avoid tiles less than half size.

d. When possible, smooth cut edges of tile and/or use appropriate cutter or wet saw to produce smooth cuts. Provide straight cuts which align with adjacent materials. Extend tile into recesses and under equipment and fixtures to form a complete covering without interruption, gaps or voids.

e. Terminate tile neatly at obstructions, edges, and corners, without disruption of pattern or joint alignment.

f. Provide tile joints uniform in width, subject to variance in tolerance allowed in tile size. Make joints smooth and even, without voids, cracks, or excess mortar or grout.

g. Mix mortar in strict accordance with manufacturer's recommendations.

h. Apply setting material in accordance with manufacturer's directions and install tiles before mortar has started initial cure. For thin set mortar application, use a notch trowel that will achieve the recommended coverage of mortar after tiles have been installed. Reference standard coverage information and follow manufacturer's recommendations for trowel size when using mortar.

i. Do not spread more material than can be covered within 10 to 15 minutes. If

"skinning" occurs, remove mortar and spread fresh material. Spread mortar with notches running in one direction that shall be perpendicular to the pressing, pushing and pulling of tile during placement.

j. Place tile in fresh mortar, press, push and pull the tile slightly to achieve as near 100% coverage and contact of tile with setting material and substrate as possible. The coverage shall be no less than 85% and be sufficiently distributed to give full support of the tile. Make sure that all corners and edges are well supported with mortar. Leave no hollow corners or edges.

NOTE: 95-100% coverage is mandatory for wet or exterior areas. A skim coat (“back-butter”) of mortar can be placed onto the entire back of the tile using a trowel in order to assist in optimum adhesion and coverage of the mortar being used.

k. Ensure there is a minimum 1/8" of mortar between tile and substrate after proper bedding. Installer must periodically remove sheets or individual tiles to assure proper bond coverage consistent with industry specifications. If coverage is found to be insufficient, use a larger size notch trowel.

l. Use a beating block and hammer or rubber mallet so that faces and edges of individual tiles are flush and level with faces and edges of adjacent tiles, and to reduce lippage.

3) Tile Grouting:

a. Install grout in accordance with ANSI A108.10, A108.6, A108.8, A108.9-

1999 correlating to grout type chosen and manufacturer’s recommendations

b. Mix grout material in strict accordance with manufacturer's directions.

c. Apply grout to produce full, smooth grout joints of uniform width, and free of voids and gaps

d. Cure all setting and grouting materials in accordance with manufacturer's recommendations.

e. Grout should be pre-sealed or of modified type that does not require sealing after cure

4) Cleaning and Protection:

a. If one has been used, remove grout release and clean tile surfaces so they are free of grout residue and foreign matter, in accordance with manufacturer's instructions. If a grout haze or residue remains, use a suitable grout haze remover or cleaner and contact grout manufacturer for recommendations.

Flush surface with clean water before and after cleaning. Do not use harsh hydrochloric, muriatic or sulfuric acid or acid-based cleaners to clean glazed tiles or tiles grouted with latex modified grout.

b. When a heavy residue of Portland cement grout is present, acceptable tile cleaning acids may be used. However, the grout should be allowed to cure a minimum of 10 days before this aggressive cleaning method is employed. Tile and grout shall be soaked with water before cleaning. In the absence of a recommendation from the grout manufacturer, acid cleaning may be done with a saturated solution of phosphoric or sulfamic acid, mixed in accordance with manufacturer's recommendations.

c. Leave finished installation clean and free of cracked, chipped, broken, unbonded, and otherwise defective tile work.

5) Carpet Tile Installation:

a. Provide ventilation of area during laying of carpet /tile and for a minimum of 24 hours after if glue down method is used.

b. Install carpet only within allowable temperature range stated by the manufacturer.

c. Comply with manufacturer’s recommendations for installation and direction of carpet; maintain uniformity of carpet direction and lay of pile.

d. Extend carpet under open-bottom obstructions and under removable flanges and furnishings, and into alcoves and closets of each space.

e. Provide cutouts where required, and bind cut edges properly where not concealed by protective edge guards or overlapping flanges. Install carpet edge guard where edge of carpet is exposed, anchor guards to substrate.

f. Expansion joints - Do not bridge building expansion joints with continuous carpeting; provide for movement.

g. Install carpet by glue-down method unless stated otherwise.

h. Fit sections of carpet into each space prior to application of adhesive.

i. Trim edges and butt cuts with seaming cement in compliance with manufacturer’s instructions.

j. Apply adhesive uniformly to substrate in accordance with manufacturer's instructions. Ensure adequate ventilation during application of adhesives. Butt carpet edges tightly together to form seams without gaps. Remove any adhesive promptly from face of carpet by method, which will not damage carpet face.
