About this file
This document is Addendum No. 1 issued by the Minnesota Department of Natural Resources (DNR) for the Devil Track Hatchery Roof Replacement project (Solicitation No. 2025-670). The addendum modifies the original bid documents, changing the bid opening date from March 25, 2025, to March 28, 2025, at 2:00 PM. The project involves a complete roof covering replacement for a 35' x 40' steel building at the Devil Track Hatchery site, including structural framing repairs and replacements. A mandatory pre-bid meeting was held on March 18, 2025, and responses from contractors who did not attend will be rejected.
The addendum includes clarifications to several bid phase questions, such as confirming that the entire roof covering will be replaced, specifying three required special inspections (structural steel/welding, high-strength bolting connections, and steel deck attachment), and identifying the site's most active periods as before June 15th and in October, with the preferred timeline from June 15th to September 30th. The DNR has already secured WSB as the special inspections firm. The document provides technical details about roof panel options (Seam-Loc 24 and Snap-Loc 24), notes that some existing non-structural components may be reusable with prior approval, and indicates that the building's interior will not be fully cleared during the project, with tanks and troughs remaining in place.

Devil Track Hatchery Roof Replacement
Solicitation No.: 2025-670
Original Opening Date: March 25, 2025
New Opening Date: March 28, 2025
Opening Time: 2:00 PM
THE BID OPENING DATE HAS CHANGED.
SCOPE OF ADDENDUM
1. Bid Clarification – Bid Phase Questions:
a. The following are questions that were raised during the Pre-Bid Period.
CSI or Sheet
Question Response
1. S2.1 Is the entire roof covering being replaced or just the damaged slope, as it appears on the drawing?
The entire roof covering is to be replaced over the entire building.
2. S1.1 How many Special Inspections are to be performed?
There will be three Special Inspections.
1. Field-Structural steel/welding inspection.
2. Field-High strength bolting connections.
3. Field-Steel deck attach inspection.
3. S1.1 Who is hiring the Special Inspector? The DNR has already secured a Special
Inspections firm to perform this task, including payment. The firm is WSB.
4. General When is the site most active/what is the desired timeline?
The site is most active before June 15th and again in October. The best timeline will be from June 15th to September 30th.
5. General Can any of the existing fascia, wall panels or purlins be salvaged and reused in this project?
Yes, it is possible that non-structural components like fascia, wall panels, and purlins, can be reused with prior approval from the CA.
6. General Will the building be cleaned out before and during the project?
No, the tanks/troughs and much of the items within will remain. We will be clearing out sidewalls, consolidating current items to the interior of the water troughs, and covering the troughs.
7. S2.1.2 Match existing roof panels or the PBR panels in the S2.1.2 detail?
Disregard the S2.1.2 detail. Provide Seam-Loc 24, Snap-Loc 24, roof panels or approved equal. See attachments.
8. S3.1 Gusset support bracket in North and South corners of East wall?
See attached East side revised detail S3.1.4, showing modified approach to the two constrained corners.
Attachment: Seam-Loc-24 Snap-Loc-24 East side revised detail – 3-20-25
2. Attendance of Mandatory Pre-Bid Meeting: Responses received from responders who did not attend mandatory pre-bid meeting will be rejected.
Attachment: Mandatory Pre-Bid Meeting Sign-In Sheet.

1. Theoretical section properties have been calculated per AISI 2016 'North American Specification for the Design of Cold-Formed Steel Structural Members'.
Ixx and Sxx are effective section properties for deflection and bending.
2. Allowable load is calculated in accordance with AISI 2016 specifications considering bending, shear, combined bending and shear and deflection. Allowable load considers the 3 or more equal spans condition. Allowable load does not address web crippling, fasteners, support material or load testing. Panel weight is not considered.
3. Deflection consideration is limited by a maximum deflection ratio of L/180 of span.
4. Allowable loads do not include a 1/3 stress increase for wind.
