About this file
This document is a Request for Proposals (RFP) issued by the City of St. Clair Shores, Michigan for a 2025-2026 U.P.M. Permanent Pavement Repair Material Contract. The City anticipates requiring approximately 250 tons of pavement repair material during the 12-month contract period, with bids due on Tuesday, May 13, 2025 at 10:30 AM. The contract is set to begin on July 1, 2025, and will run through June 30, 2026, with an option to extend for two additional one-year periods if mutually agreed upon. Bidders are required to provide either a pick-up option (Option 1) or a delivery option (Option 2) for the material, with the ability to supply 10-20 ton loads.
The proposal requires bidders to meet specific material specifications set by the City of St. Clair Shores and the Michigan Department of Transportation, including detailed requirements for liquid asphalt and aggregate composition. Bidders must be an authorized UPM (Unique Paving Materials) supplier and provide proof of compliance with technical specifications. The contract includes performance guarantees, with the supplier required to ensure the material remains workable for at least 12 months and can be used in various climatic conditions. Insurance requirements mandate that the City of St. Clair Shores be listed as an additional named insured, and bidders must demonstrate competency by listing previous municipalities or companies where similar products or services have been provided.
