About this file
This Agenda Item Summary Sheet documents the contract award recommendation by Keys Energy Services (KEYS), a municipal electric utility in Key West, Florida, for transmission line station post insulator replacement. The project involves replacing six degraded station post insulators on two 138 kV transmission line structures (structures 189 and 190) on 138 kV Line 6 in Summerland Key, with LAPP station post insulators and clamp assemblies to be provided by KEYS. The work must be performed while the transmission line remains energized and requires removal of all crossarm hardware to access the concealed insulator base hardware. The contract execution and construction timeline spans from the contract award date through June 1, 2026, with a construction start date of February 1, 2026. Sealed proposals were received electronically by September 5, 2025, with the tentative contract award date of October 15, 2025, and the agenda item reflects the October 8, 2025 meeting date for award consideration.
The awarded contract amount is $175,221 to Haugland Energy Group, LLC, identified as the lowest technically compliant bidder among four proposals submitted. Three competing bids were received: Michel's Power, Inc. at $196,518, P&G Power, Co. at $210,010, and Power Pros Powerline Solutions at $35,304 (deemed non-compliant with technical specifications). The project is fully budgeted with funding sourced from budget code 1-30-107350-50-26004 and aligns with KEYS' strategic asset management initiative based on a 20-year transmission line study identifying aged and degraded infrastructure components. The specialized insulators are designed for high contamination areas to improve assembly lifespan and transmission line reliability.

Agenda Item Summary Sheet Meeting Date: October 8, 2025
Proposer: Lynne E. Tejeda, General Manager & CEO Department: Engineering
Agenda Item #: 9a
AGENDA ITEM WORDING: Award Contract for Transmission Line Station Post Insulator Replacement, Bid 17-25
REQUESTED ACTION: Motion to Award Contract for Transmission Line Station Post Insulator Replacement, Bid 17-25, to Haugland Energy Group, LLC in the total estimated amount of $175,221
DISCUSSION: KEYS’ 20-year transmission line study identified aged and degraded insulators and hardware on the transmission line, including at structures 189 and 190 on 138 kV Line 6, on Summerland Key.
The scope includes the replacement of six degraded station post insulators with LAPP station post insulators and clamp assemblies, to be provided by KEYS. The insulator base hardware is concealed under the crossarm hardware on these structures, and replacement will require removal of all crossarm hardware. The specifications call for the work to be performed while the line is energized.
The replacement insulators are specifically designed for high contamination areas and will ultimately improve the lifespan of the assemblies and reliability of the transmission line.
Staff recommends awarding the bid to the lowest technically compliant bidder, Haugland Energy Group, LLC.
