About this file

This is an Agenda Item Summary Sheet from Keys Energy Services (KEYS), a municipal electric utility in Monroe County, Florida, documenting a motion to award a unit price contract for crane services during emergency situations under Bid 21-25. The procurement solicits crane services capable of lifting, loading, placing, and supporting electric infrastructure up to 25,000 lbs and 130 feet in length throughout the Lower Keys region from the Seven Mile Bridge to Key West. The contract duration is three years from execution with two available one-year renewal options. Proposals were due electronically by 10:00 a.m. on August 15, 2025. The Utility Board meeting to consider the award is scheduled for September 10, 2025. Upon contract execution, the General Manager & CEO or designee is authorized to issue task orders with not-to-exceed amounts in the event of a declared emergency, such as a hurricane, with all task orders to be reported to the Utility Board at the meeting immediately following issuance.

KEYS received one proposal for the contract and staff recommends awarding the unit price contract to Kearns Construction Company, which complies with all technical specifications and terms and conditions. The total contract cost is to be determined based on actual emergency task orders issued. The procurement is not budgeted as a standing expense; rather, funding is anticipated through potential FEMA Public Assistance Program reimbursements and state cost sharing. All emergency assistance contracts include specific terms and conditions in accordance with current FEMA Public Assistance Program requirements. The contract aligns with KEYS' Strategic Plan Goal #1 to ensure a robust, storm-hardened, and reliable system. Contractors must demonstrate capability to respond within 72 hours of receiving a task order and maintain comprehensive documentation for each emergency response.
