About this file

This Agenda Item Summary Sheet is from Keys Energy Services, a municipal electric utility in Key West, Florida, detailing a unit price contract opportunity for Bid 04-25 regarding the disposal of wood poles, reels, and pallets. The procurement seeks disposal services for wood poles treated with pentachlorophenol and chromated copper arsenate, with specifications requiring compliance with local, state, and federal environmental regulations. The contract will have a three-year duration with two optional one-year renewals, and KEYS received two proposals from Blackwood Solutions, LLC and Waste Management Inc. of Florida, both of which comply with the technical specifications and terms and conditions.

The financial impact is currently marked as "TBD" and not budgeted, with a potential funding source being FEMA and state cost share reimbursement. The contract includes provisions for emergency situations, allowing the General Manager & CEO to issue task orders with not-to-exceed amounts in declared emergencies. The contract aligns with KEYS' strategic plan goal of providing reliable electric service and incorporates FEMA's current Public Assistance Program requirements. In the event of a declared emergency, KEYS will prioritize contractor activation based on bid pricing, supporting the utility's preparedness and resilience strategy.
