About this file

This document is Addendum 2 for ITB #2025-005, issued by the Rowan County Purchasing Department in Salisbury, North Carolina, relating to the procurement of two (2) Type I Ambulances. The bid is scheduled for submission on Monday, March 24, 2025, at 10:00 AM ET, with no change to the original bid date. The addendum provides clarifications and responses to vendor questions regarding specifications, including HVAC ducting, compartment configurations, and potential add-on equipment requirements.

The pricing for the ambulances is to remain valid for 120 calendar days, with the county reserving the option to purchase additional units in fiscal year 2026 if mutually beneficial. The document addresses various technical and procedural aspects, such as pre-construction conference attendance, mid-point inspection, service calls, and product liability insurance. Key points include a preference for manufacturer-direct add-on equipment, flexibility in vehicle graphics application, and acceptance of factory-trained dealer representatives for service and warranty reviews.

NOTES:

1. THIS ADDENDUM DOES NOT CHANGE THE BID DATE

2. ALL EXCEPTIONS RECEIVED BEFORE DEADLINE WILL BE EVALUATED AND I

WILL RESPOND NEXT WEEK. ANYONE TAKING EXCEPTION, WITHOUT

SUBMITTING APPROVED EQUAL EXCEPTION, AFTER THIS “EXCEPTION”

DEADLINE WILL BE REMOVED FROM THE EVALUATION.”

Questions:

1. Is it the intent to share approved equals and exceptions with competitors? We don’t really have a preference as it is up to each vendor to come up with their own recommendations. It is understood each vendor may have a different view on what they take an exception to due to the various manufacturing process(s) or sub vendors. All questions shall be shared.

2. In the ITB there is no indication of the a/c being ducted. Is the expectation to have center or side ducted vents? HVAC should be ducted via side vents, angled in such manner to provide maximum heating and/or cooling to the entire compartment. HVAC should be ducted via side vents, angled in such manner to provide maximum heating and/or cooling to the entire compartment.

3. Shown in the pictures there is a compartment above the main O2 compartment. Is it the intent to have this compartment to house electrical or a/c components? In current, similar designed units this compartment houses HVAC components.

4. The Notice to Bidders states that prices submitted with the bid shall remain in effect for a ninety

(90) day period, but section 3.3-Pricing states that all prices submitted with the bid shall remain in effect for the one hundred twenty (120) period. Can you provide clarification? Clerical error, mailto:jody.farrow-bennett@rowancountync.gov

Pricing is to be valid for one hundred twenty (120) calendar days. The County has the option to purchase additional units in FY26 provided such extensions are in the best interests of both parties.

5. Section 5.3-Pre-Construction Conference states that two (2) department personnel may attend the Pre-Construction Conference, can you confirm Rowan County’s will incur the cost of transportation, lodging, meals and return expenses for two (2) department personnel to attend the Pre-Construction Conference? If the County chooses to pursue, it would be on the county to fund.

6. Section 5.4-Mid-Point Inspection states that two (2) department personnel may attend the Pre- Construction Conference, can you confirm Rowan County’s will incur the cost of transportation, lodging, meals and return expenses for two (2) department personnel to attend the Pre- Construction Conference? If the County chooses to pursue, it would be on the county to fund.

7. Section 5.6-One Month Service Call states that the successful respondent shall send a trained

“FACTORY” employed technician to the County, for Service and warranty review. Can you confirm that a Factory Trained Dealer Representative will be acceptable? Yes, acceptable.

8. Section 5.10-Product Liability Insurance states that add-on equipment shall be furnished by the manufacturer and not their Representatives, to avoid warranty issues. Will the County allow add-on equipment furnished by an ambulance manufacturer dealership? Prefer to be furnished by the manufacturer. I do understand that some manufacturers do not sell directly and therefore must be purchased through a representative. Any such situation should be noted as an exception(s).

9. Section 5.10-Product Liability Insurance states that the intent of the County is to have the vehicle completed and ready for service once it leaves the ambulance manufacturer’s facility.

Will the County allow the vehicle graphics and additional inspection be completed at the ambulance manufacturer dealership? Preferably, graphics should be completed at the factory;

however, it would be acceptable to allow application at the dealership, understanding each vendor process varies. All graphics shall be approved by the county prior to application and again upon application.
