About this file
This document is a Q&A regarding Bidder Questions and Responses for Solicitation 2024-R-053 for a U.S. Senate Automated Parking Enforcement Solution & Integration Services. The key details are:
The U.S. Senate, Office of the Sergeant at Arms (SAA) requires a comprehensive, automated parking enforcement solution including License Plate Reader (LPR) technology, software, and hardware for its indoor garages and controlled street parking areas. Offerors may attend one of two scheduled site visits on June 14 or June 17, 2024 to tour the parking facilities. The Q&A addresses questions related to network room drawings, network switch requirements, network cable pulls, traffic loop installation, construction timing and restrictions, and prevailing wage requirements. The solicitation has no restrictions on work hours or blackout dates, though the Senate will be out of session from August 3 to September 8, 2024, which is the preferred timeframe for any disruptive work.

Bidders Questions SAA Responses
Is it possible to have drawings of the garages, primarily showing where network rooms are in relation to the entry / exits. No. This information will only be provided to the awarded contractor.
Are we allowed to provide our own network switch to power the cameras?
POE++ is required. The SAA will provide necessary switches to provide POE++ (power up to 60w).
Do we need to pull network from the network rooms? Or will defined locations be provided network and power?
Offerors should include the cost for network cable pulls as necessary since some locations may require fiber or copper depending on the distance from the existing network closet to camera installation points.
4 Any restrictions to cutting traffic loops in the concrete?
The barriers at the garage and tunnel will be replaced in early August which may impact the placement size, and location of the loops associated with the proposed barriers. There are no restrictions, so long as the traffic loops do not interfere with existing access control loops in the parking lots. Coordination with the awarded contractor may be necessary to identify where the current loops are located.
Construction of the parking island at Hart garage, any restrictions on time work can be done? Noise ordinance?
The Senate is scheduled to be out of session in August from August 3rd – September 8th.
These dates would be ideal for any work to be accomplished. The next anticipated break is
October 1st – November 11th. The SAA prefers work to only affect one lane of traffic into the garage at one time to allow ingress and egress. There are no restrictions on holidays or night time hours.
6 Any black out days where contractors are not permitted to work? Please see response to Question #5.
7 Any prevailing wages we must follow? No.
