About this file

This document is a Q&A spreadsheet related to a Request for Application (RFA) issued by the Washington State Health Care Authority and the Department of Commerce for an Opioid Treatment Program (OTP) Facility Build or Retrofit project. The RFA solicits applications from OTP providers interested in building or retrofitting an existing facility to provide opioid treatment services. The project covers multiple counties in Washington state, including Franklin, Grant, Grays Harbor, Chelan, Yakima, and others. The Q&A addresses questions on eligibility, facility requirements, mobile medication units, and other aspects of the RFA.

The RFA allows both for-profit and non-profit entities to apply, and clarifies that non-federally recognized tribes in Washington could also be eligible. The funding for this project comes from the state, and the RFA specifies that the funds can be used for constructing or retrofitting a physical facility, but not for the purchase of vehicles. The Q&A also provides a link to a list of existing OTPs in Washington state to assist potential applicants.

Solicitation Q&A Spreadsheet

RFA - 2024HACA8 - Opioid Treatment Program (OTP) Facility Build or Retrofit
#SectionBidder QuestionsHCA AnswersSME Assigned
1N/AAsked for the RFA to be emailedhttps://www.hca.wa.gov/about-hca/bids-and-contracts#sole-source-contractsSara Multenan-Karr
2N/AIs this limited to Federally Recognized Tribes based in WA?A non-federally recognized tribe could apply for these funds, if they would apply like any other state non-federally recognized tribe entity. 1) A non-Federally recognized tribe would not have a Purchase/Referred Care Delivery Area (PRCDA) in Washington State because it would not have a compact with Indian Health Services (IHS) and PRCDA is an IHS designation. 2) This Opioid Treatment Program OTP type would not be an IHS facility and would fall under the same billing guidelines any non-tribal OTP would follow. The RFA will be amended to reflect the clarification.Christine Winn
3N/ACan the OTP be inpatient only? Or can it be both inpatient and outpatient?Out patient onlyKimberly French
4N/ACan HCA provide a list or website of counties that do have an OTP?https://www.hca.wa.gov/assets/free-or-low-cost/opioid-treatment-programs-guide.pdfLauren Kula
5N/AIs being a current OTP Provider absolutely a requirement?A tribe outside of Washington State could theoretically apply for this RFA if they have a PRCDA within Washington. That tribe would most likely be very near to a border state to Washington and would be a tribe within Oregon or Idaho. The RFA will be amended to reflect the clarification.Christine Winn
6pg 37On Page 37 of the application it does not include for profits as an example but the application indicates for profits can apply. Can you clarify that for profits are eligible for both funding opportunities?YesSara Multenan-Karr
7N/AHeard that mobile medication units are acceptable under bid opportunity two. Would the funds cover the purchase of a vehicle and/or renovate an existing vehicle?Brick and mortar physical facilityLeslie Wolff
