About this file

This document is a Request for Proposals (RFP) for the replacement of the Train 1 Bioreactor Diffusers, two Blowers, and 4 RAS Pumps for the Nogales International Wastewater Treatment Plant (NIWTP) operated by the International Boundary and Water Commission, U.S.-Mexico (IBWC).

The procurement is a 100% Small Business Set-Aside with a NAICS code of 221320 - Sewage Treatment Facilities. The IBWC will provide new Spencer blowers, 400 hp electric motors, and inlet valves; the contractor will be responsible for providing other components such as pressure gauges, seals, butterfly check valves, wiring, sensors, and flexible couplings. Offerors are invited to submit proposals by August 12, 2024, 2:00 PM MST. Award will be made to the responsible offeror whose proposal represents the best value to the government, considering factors such as technical acceptability, technical approach, past performance, and price. A site visit is scheduled for July 31, 2024, and questions must be submitted by August 5, 2024.

20244321003 Train 1 Diffuser Questions 8.16.2024

First Question I have a couple of questions regarding the Replacement train 1 Diffusers, Blowers and 4 RAS Pumps at the Nogales International plant. Just to confirm our understanding, the government will provide new spencer blowers, new 400 hp electric motors, and new inlet valves. Does that mean Clean Infusion will be responsible for pressure gauges, seals, butterfly check valves, wiring sensors, and flexible couplings. If so, can I get a set of drawings on the sizes needed.

Second question:

Replace train 1 diffusers who is responsible for draining down and removing debris?

It is anticipated that there will be a limited number of rags, grit sludge and debris. In case there are materials that need to be removed we propose utilizing a vac truck service. We propose billing this per vac truck disposal rate for example if it requires 2 vac trucks, we will bid it as dollars/vac truck. We want to verify if this is the correct method to submit the bid for this part of the project.

From the Performance Work Statement:

B. Replace Blower #3 and #4:

The contractor is to return Aeration Blowers Units BLR-313 & BLR-314 to original as installed condition, performance, and function. This work encompasses replacement, installation and testing of components of blower system to include, electric motor, motor to blower coupling, blower, inlet valve (V-313-1 & V-314-1), pressure gauges, seals, butterfly check valve (V-313-2 & V-314-2), wiring, sensors, flexible couplings, replacement of various hardware components such as nuts, bolts, washers and the like. The work DOES NOT include replacement of control panels.

The government will provide new Spencer model Blowers, new 400hp electric motors, new inlet Valves.

Furthermore, we just uploaded a new document. Please see the recent upload titled OM-35-11379-3 for information regarding the flexible couplings, butterfly valves, and other information.
