About this file

This document is a combined synopsis and solicitation for the purchase of radar sensors, dataloggers, rain gages, antennas, cables, and associated equipment by the International Boundary and Water Commission for installation of gaging stations in San Diego, California. The solicitation is set aside for small businesses and seeks quotes for the equipment within 30 days of funds being released, with an offer due date of February 29, 2024. The selected equipment must meet specifications for communicating water levels, rainfall amounts, and other data to monitoring databases via GOES satellite transmission. The award will be made to the lowest price technically acceptable offeror considering price, technical capability, and past performance.

STATEMENT OF WORK

Purchase of Radars and Solar components for San Diego Gages

I. Introduction/Overview The Water Accounting Division (WAD) of the United States Section of the International Boundary and Water Commission (USIBWC) has an urgent need to install gaging equipment at canyon collectors in San Diego, CA. The equipment consists of radar sensors, dataloggers, rain gages, antennas, and cables.

II. Background USIBWC currently uses a combination of FTS and Sutron equipment at its gaging stations. There are five (5) canyon collectors along the international boundary that already have the infrastructure in place to quickly install the gages. The USIBWC needs radars to measure the river stage and communicate with data logging and transmitting platforms that integrate into our current databases. Likewise, the need for meteorological data is critical to evaluate the amount of rainfall that is being treated and raw sewage bypassing the treatment plant intakes.

III. Scope USIBWC (WAD) needs to purchase radar sensor, dataloggers, rain gages, antennas, and cables. The radars need to communicate to the logger using SDI-12 communication standards, be able to mount above the water source, and be able to communicate with a datalogger that has built-in GOES transmission capabilities. The accuracy of the radar must meet 0.01 feet over 30 feet.

The datalogger needs to be able to accept multiple sensor types, be able to read and send SDI-12 commands, have a Windows operating system program to communicate all functions of the datalogger, have an integrating GOES transmitter with displays reading forward and reflective power, a dedicated tipping bucket sensor plug-in, and GPS time-sync capabilities. A YAGI-style directional antenna with at least 15’ of cable should be supplied as well as for the GPS to allow the datalogger to time-sync.

The rain meter must be a tipping bucket style sensor that can easily and has been proven to connect with the datalogger functionalities above. It must be able to be mounted on a pole or flat roof. It must also have the ability to be calibrated to an accuracy of 0.01 feet.

Requirements and Tasks The selected equipment should include the following criteria:

1. All criteria outlined in the scope.

2. Shipping.

3. Radar must be narrow-beam footprint as defined by industry standards.

4. All equipment must meet the USGS (industry) standards and be acceptable for use as hydrologic instrumentation by the USGS HIF.

IV. Schedule The components should be shipped within 30 days of funds being released.
