About this file
This document is a combined synopsis and solicitation issued by the International Boundary and Water Commission U.S.-Mexico seeking quotes for the purchase of radars, solar components, dataloggers, antennas, cables, and related equipment to install at gaging stations in San Diego, California. The solicitation is set aside for small businesses and offers are due by February 29, 2024. Awards will be made to the lowest priced technically acceptable offeror. The required equipment includes radar sensors that use pulse radar technology and SDI-12 communication to measure water levels with a minimum accuracy of 0.005 meters in a range of 2-10 meters. Sensors must be able to interface with compatible dataloggers that store data and transmit to the GOES satellite array after syncing with GPS time. Equipment will be installed at gaging sites along channels and must be able to operate in ambient pressures and temperatures ranging from -30 to 58 degrees Celsius.

To aid in identifying comparable products, the following information is provided:
1. The pressure range to be measured
Must use pulse radar technology to measure water level, pressure is ambient
2. Output Signal (4-20 mA, 0-10VDC, 0-5VDC, RS485, 0.1-2.5VDC)
SDI-12 communication to achieve a minimum accuracy of 0.005 meters in a range of 2-10 meters
3. Will the transmitter be submerged? If so what length of cable is required?
Sensor will be mounted by pole, in the elements. As such a minimum of 3 meters cabling (strands:
hot, neutral, data, and ground) and the sensor housing must be made of UV resistant material
3(a) Or is the transmitter to be installed by process threads?
Sensor must connect and interface with data logger in the same advertisement. Data logger must have a compatible software interface for the computer and be able to transmit stored data to the
GOES environmental satellite array (array requires GPS time sync).
3(b)If so what type of process threads (1/4”NPT, G1/4”, etc.) and electrical connection is required
(Binder723, DIN43650, M12, MIL-C, length of cable, etc.)?
4. Type of media to be measured.
Volatile stream surfaces
5. Media temperature
-30 C – +58 C
6. Are any third party approvals required for the application? (intrinsic safety, NSF 61, NSF 372, etc.)
Must be approved by USGS Hydrologic Instrument Facility for accuracy and reliability standards
7. Can you share any details of the installation?
Logger/antennae in NEMA housing above high water line, SDI-12 cable run from housing to sensor suspended over channel on a 2” pole
8. Could you provide a datasheet for the requested part for comparison?
