INTERNATIONAL BOUNDARY AND WATER COMMISSION
UNITED STATES SECTION
SCOPE OF WORK
FLEXIBLE BASE MATERIAL TO RESURFACE LEVEE ROADS LOCATED IN THE VICINITY OF
HATCH, NEW MEXICO, FT. HANCOCK, TEXAS, AND EL PASO, TEXAS

Description
The Contractor shall furnish and stockpile between 3,000 and 15,000 tons of flexible base material (road classification base material) in accordance with the requirements of “Texas Department of Transportation, 2014 Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges” per TXDOT #247, Flexible Base, Crushed Stone Basecourse- Type A Grade 3 or equivalent NMDOT base material. Contractor shall be responsible for all equipment, labor, supplies, and any permits required to deliver material to each designated location. Contractor shall abide by all local, state, county, and federal laws and regulations.
Materials
The furnished base material shall be crushed gravel as necessary to meet the requirements herein and shall consist of durable coarse aggregate particles and binding materials.
Physical Requirements
Type A: Material shall be crushed gravel.

III. Inspection
Base material the Contractor proposes to furnish shall be available for inspection by the COR. All sources or stockpiles the Contractor uses to supply materials for this contract shall be subject to inspection and approval by the COR for the duration of the contract.
IV Submittals
A. The Contractor shall submit, within ten (10) calendar days after receipt of Notice of Award, the sources of base material proposed for use.
B. The Contractor shall submit, within ten (10) calendar days after receipt of Notice of Award, any available service and test records of base materials from the proposed sources.
C. The Contractor shall submit three (3) copies of all submittals to the COR at the following address:

D. The Government will require 10 calendar days, from date of receipt of submittals, for review and approval thereof. If the submittals require changes or revisions, such will be done at the Contractor’s expense, and shall be resubmitted within five (5) calendar days after receipt of the Government’s comments by the Contractor.
V Stockpile Delivery
A. The Contractor shall temporarily stockpile the base material at the Contractor’s quarry site. The
Contractor shall be responsible for hauling the flexible base material. The Contractor shall coordinate the deliveries with the COR.
B. The Contractor shall deliver the specified BASE awarded quantities of base material to the following locations:
1. USIBWC American Dam alternate location, in Canutillo, Tx. at USIBWC vacant federal property, floodplain off of Doniphan Drive and Wiloughby Canutillo, Tx 79907, quantity of 3,000 tons. Contact:

VI Period of Performance
A. The period of performance for the contract shall be 90 calendar days.
B. The delivery of the base material shall commence within ten (10) calendar days of notification by the
Contracting Officer.
C. The Contractor shall deliver the base material between the hours of 8:00 A.M. to 4:00 P.M., Monday through Thursday, excluding Federal Holidays and closed Fridays.
