About this file
This is a Request for Information (RFI) issued by the City of Eugene, Oregon, Purchasing Office, seeking Letters of Interest from suppliers providing revenue collection and compliance services. The City is considering implementation of a service fee to support Fire services and seeks vendors to act as fee administrators for an entirely new, utility-style program. The RFI solicitation number is 20242066, with a deadline of Thursday, June 20, 2024, at 2:30 PM PST. Responses must be submitted electronically in PDF format to the Purchasing Analyst. The RFI is informational in nature and will not directly result in a contract award; however, the City intends to use the submitted information to establish a budget and supplier list for a future Request for Proposals (RFP). Questions or clarification requests must be submitted by 2:00 PM on Thursday, June 13, 2024. Prospective offerors must complete the Standard RFI Form and address the questionnaire, which requires descriptions of voluntary compliance approaches, customer service functions, enforcement capabilities, e-services platforms, security protocols for protecting confidential customer information, and a detailed fee schedule.
Offerors are required to include a completed Standard RFI Form signed by an authorized representative, responses to the questionnaire addressing the full scope of fee collection and compliance services, a fee schedule for identified services, and any supplemental information deemed relevant. The RFI explicitly notes that the City will not pay any costs incurred by offerors in preparing submissions. All submitted information, including Letters of Interest, will become public records subject to inspection, with the exception of documents marked as trade secrets under Oregon Revised Statutes 192.501(2). The anticipated fee structure would be tiered and based on property characteristics such as square footage, with the fee administrator responsible for collection, enforcement, compliance, and providing regular reports to the City. No specific funding amounts, contract terms, or renewal options are detailed in the RFI, as this is a preliminary information-gathering phase preceding formal solicitation.
