About this file
This document is an Addendum to a Request for Information (RFI) issued by the City of Eugene, Oregon for Managed Security Operations Center (MSOC) and Managed Detection and Response Services. The RFI specifies that the City's environment includes up to 3,500 endpoints and approximately 2,200 users, with some fluctuation in the user count due to temporary and seasonal staff. The City utilizes both Cisco AnyConnect and NetMotion Mobility for VPN access. Bidders are instructed to plan for some growth in the 1Gbps to 10Gbps site connections, but not for expansion of unique physical locations. The City will accept Letters of Interest, including high-level pricing information, until Thursday, December 7, 2023 at 2:30 PM.
Regarding pricing and contracting, the City is open to discussing contract length, especially if it results in cost savings. Any contractual or financial requirements from software product vendors that must be passed on to the City shall be fully transparent and reviewed to ensure alignment with the scope and standard contract language. Bidders are instructed to submit any revisions or exceptions to the sample contract when the contract is awarded.

Date: November 9, 2023 To: All Potential Proposers From: Michelle Hahn, Purchasing Analyst Subject: Request for Information #20242007 Managed Security Operations Center and Managed
Detection and Response Services
ADDENDUM #2
The solicitation referenced above is updated & amended as follows:
1. Answer questions from potential bidders.
a. Section III, 3.1 - How many endpoints should we assume are in the City’s environment?
Plan for not more than 3500 at this time.
b. Section III, 3.1 – How many users should we assume?
Approximately 2200, but this number fluctuates due to temporary and seasonal staff.
c. Section III, 3.2 – Should we consider growth based on the existing environment stated in 3.2 of the RFI, e.g., a tbd percentage growth of the 1Gbps to 10Gbps site connections?
It is not the intent to expand on unique physical locations, but some fluctuation should be considered.
d. Section III, 3.2 – May AnyConnect be used for VPN access instead of NetMotion Mobility?
City of Eugene utilizes both Cisco AnyConnect and NetMotion Mobility to facilitate VPN access. Each of these has a unique use. At this time the City is planning on maintaining use of both.
e. Section V, Sample Contract – How should bidders’ revisions/exceptions to the Sample contract be submitted (if any)?
The company who is awarded the contract will be able to submit requests for contract revisions/exceptions accordingly.
RFI 20242007, Addendum 2 2

Any contractual or financial requirements that must be passed on to the City of Eugene by the awarded entity shall be fully transparent and documents as “other conditions”.
These “other conditions” shall be reviewed by the City of Eugene to ensure they align with the scope of the ask and standard wording in use for City Contracts.
