About this file
This document is a Question and Answer session related to a Request for Information (RFI) issued by the Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC Redstone) for a ruggedized Aviation General Purpose Computing (GPC) Integrated Modular Avionics (IMA) platform. The RFI is seeking industry feedback on available TRL 8 and MRL 7 GPC IMA platforms that conform to open architecture and digital engineering requirements, with the goal of fielding a solution by Q1 2027. Key details include:
The GPC IMA platform should provide decentralized processing through an IMA and ARINC 653 architecture, with modular and scalable capabilities. Respondents are asked to provide information on hardware, software, and interface specifications, as well as design assurance, fielding, schedule, and cost details. Respondents must complete a compliance workbook and may submit digital engineering artifacts. The RFI responses will inform the government's acquisition strategy, with potential future prototyping in Q3 2025 and a production decision in Q1 2026. Responses to the RFI were originally due on November 8, 2024, but extensions may be considered.

Industry Day (5 NOV 24) Q&As
1. Availability of GFE prior to an RFP will allow for a more informed and lower risk on a solution, is AMSA open to providing access to identified/ requested GFE prior to an RFP release?
a. Please provide requested GFE in the RFI response, see section 3.8 of RFI. At this time, there is no plan to release GFE prior to a RFI release (if released).
2. Do you plan on releasing MOSA scenarios before a potential RFP?
a. MOSA use cases will be released with the RFP (if released).
3. Is the processor class specified? General Purpose Processor or Graphic Processing Unit
a. No, the processor is class is not specified. General Purpose Processor for computing and a graphic processing unit for graphics. Please provide information on your processor.
4. Can you confirm response date is still 8 Nov for this RFI
a. Yes
5. When is the foreseen need for a DAL A fielded GPC_IMA?
a. There is no specific timeline, the purpose of the RFI is to understand the DAL for the Vendor’s product and what it would take to get to DAL A.
6. What RDTE has the USG POM'd for concerning GPC_IMA? Anything outside of the IDM line?
a. Please see RFI section 2.7, although it does not call out RDT&E, if the Respondent believes RDT&E is required to meet the USG requirements, please provide an estimate for the additional work to be completed.
7. Beyond the IDM, what existing LRUs fielded on platforms might these requirements be applied against? What Obsolescence programs, etc?
a. Beyond what is already stated in the RFI, and based on RFI responses, the RFP may include other use cases (if released).
8. Does the gov't intend to make contracting decisions to pull out particular modules? Such as the RIM card or external RIM or individual cards or software? This can substantially change the business case for companies integrating solutions.
a. This USG has not decided to contract for particular modules. The RFI responses will help inform future acquisition path.
9. What software loader functionalities shall support?
a. Please see the Software Loader SSS tab in the workbook/model.
10. What interfaces will be required?
a. Please see section 3.3 in the workbook, external interfaces.
11. What are the operational capabilities that are planned to be supported?
a. Use cases will be specified in an RFP (if released).
12. What are the air-to-air use cases that PEO plans for the program?
a. Use cases will be specified in an RFP (if released).
13. AMCE ESM – Was it an assumption during the RFI that respondents would be ACWG members? Is there some work being done to integrate CSM as the provided GFI?
a. It was not an assumption. The information was provided in two different formats – Excel and Models. Yes, updated models will be provided in an RFP (if released).
14. Do you intend to provide integration with the CSMs?
a. Updated models will be provided as GFI in an RFP (if released).
15. What are the cyber requirements?
a. Section 3.8 of the workbook, Security and Privacy Requirements
16. What certification(s) are preferred for the lead systems modeler? I have the OCSMP level 2 - model builder certification. Will that meet the requirements for modeler certification?
a. At this point we don’t have any certification requirements. If a Respondent has input on certification, please feel free to provide in your response.
17. What is the air- to -ground use cases that PEO plans for the program?
a. IDM functionality at a minimum; other use cases will be part of an RFP (if released).
18. There are some requirements highlighted in RED in both the workbook and the MBSE model. Why are these specifically highlighted?
a. AMCE IDs in red text to aid in matching requirements; there is no other meaning.
19. SWAP requirements including what power rating (115VAC, 28VDC), cooling type and heat dissipation
a. Section 3.12 of the workbook specifies the maximum power constraint. Helicopter – 28VDC, cooling type and heat dissipation to be determined by the vendor.
20. What are the sensors and payloads that will be installed?
a. There are no sensor or payload specified in the RFI.
21. What is the planning regarding indigenous capabilities development by PEO/Army personnel?
a. If the question is regarding organic capability development, it will be determine based on RFI responses.
22. How do you see knowledge transfer process and timeline?
a. GFI will be provided as the RFP if published. If question is asking how Vendors submit their information, it will be spelled out in the RFP (if released).
23. What is the plan for real-time capabilities such as mid-air collision avoidance?
a. Any capabilities not provided in the RFI, will be provided in an RFP (if released).
24. Where can I officially put down my contact info for other companies to know I am open to teaming up to support the MBSE component for this proposal? jonathanjones@tesseractse.com 301-806-8702
a. This is available in the chat.
25. Can we have an updated copy of the questions answers?
a. Yes, this will be put on SAM.gov.
26. If there is an RFP, will it be a single vendor award, or will there be a multi-vendor down-select at milestones?
a. The RFI responses will inform the USG acquisition strategy.
27. Just to confirm, this is only for an IDM SWAP and not for an LRU-X processor?
a. The HW envelope, including any space necessary for LRU(s) cooling, is specified in section 3.12 of the hardware section of the workbook.
28. Where was the 6-page limit for the response identified?
