U.S Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL)
STATEMENT OF WORK
New Interceptor Vessels for the Ecuadorian Navy Coast Guard (COGUAR)
1.GENERAL - BRIEF DESCRIPTION
The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the U.S. Department of State’s (DOS) anticrime and counter-narcotics efforts. INL’s mission is to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation. INL supports our partner nations’ efforts to stabilize and strengthen their security institutions to build a global security capacity for combating drug trafficking and other transnational crimes such as money laundering and criminal gangs. INL also helps strengthening justice sector institutions, which fosters promotion of good governance and respect for human rights.
The mission of Ecuador’s Navy is to provide defense and security in all jurisdictional maritime spaces; develop maritime control capabilities; and contribute to the defense of sovereignty, territorial integrity, and national security. According to the Ecuadorian Maritime Law, the Navy Operational Command, and its operational units (including Marines – Infantería Marina), the Naval Intelligence Subsystem, DIRNEA, COGUAR and the Port Captaincies are considered maritime police. The Ecuadorian Coast Guard (COGUAR) falls under the Navy’s command. COGUAR’s mission is to control maritime activities in Ecuador.
2. SCOPE
The International Narcotics and Law Enforcement Affairs in Ecuador (INL) in collaboration with Ecuadorian Navy and Ecuadorian National Police signed a Project Implementation Letter (PIL) to create an Operational Maritime Task Force (GOMAR) to improve Ecuadorian Government’s capability to counter transnational criminal organizations that use maritime and riverine routes in the Gulf of Guayaquil to engage in illegal activities.
INL Ecuador and Ecuadorian Navy have worked to identify and prioritize necessary resources to develop capabilities and conduct operations in the Gulf of Guayaquil. Providing four (4) new and modern interceptor vessels for the Ecuadorian Coast Guard (COGUAR) is essential to upgrade Ecuador’s capacity to counter narcotrafficking flow including drug shipments bound to the United States.
This SOW provides details of a request from Ecuadorian Coast Guard (COGUAR) to INL’s assistance upgrading its fleet by procuring four (4) new interdiction vessels to support riverine and maritime operations. COGUAR will employ two (2) of the new vessels to support Maritime Operational Task Force (GOMAR) patrols and interdiction missions in the gulf of Guayaquil and two (2) vessels to support DEA-Vetter Unit interdiction missions in Manta. This project is part of INL’s plan to help COGUAR to obtain and maintain a minimum number of operational boats to strengthen response capabilities.
This SOW aligns with COGUAR operational needs. Please refer to APPENDIX A for more information and technical specifications on this request. The scope of work consists of procuring one (4) interceptor vessels as detailed in the APPENDIX A - TECHNICAL SPECIFICATIONS of this SOW. All items must be new, unopened, and must meet or exceed the specifications detailed. Refurbished, used, or recycled items are not acceptable.
