Timberline Learning Center – Expansion

SECTION I: TERMS AND CONDITIONS

1. Invitation

Qualified individuals, firms or consortiums are invited to submit a proposal to the Town of Breckenridge (“hereinafter referred to as “OWNER”) for Construction Management General Contractor (CM/GC) services for the remodel and expansion of the Timberline Learning Childcare Center.

The successful CM/GC will provide Pre-Construction services during the design development and construction document phases to establish a Guaranteed Maximum Price. Construction and design costs for the building and associated sitework are currently budgeted at $650,000. The Architect/Engineering team for this project is led by EUA for building design and Alpine Engineering, Inc for the utility, grading, landscaping, and site planning.

The purpose of this solicitation is to bind a competent, experienced contractor into a formal Agreement with the OWNER to perform the work described in this Request for Proposals and the attachments hereto.

Proposers are cautioned to read the entire Request for Proposals, noting all submittal requirements, including both substance and format. Failure to provide all requested information in the manner required might be cause for rejection of proposal at the sole discretion of the OWNER.

This invitation should not to be construed as a commitment of any kind on the part of the OWNER, nor does it commit the OWNER to pay for any costs incurred in the submission of a proposal package, nor for any costs incurred prior to the execution of a formal Agreement.

2. Procurement Schedule

To be considered, proposals must be received by the OWNER before 12:00 p.m. (noon) MST on Monday March 11, 2024 at: melaniel@townofbreckenridge.com

Any proposal received after that time shall not be considered, but shall be returned unopened to the proposer. Prospective proposers are advised that the OWNER shall make a good faith effort to adhere to the following schedule for this procurement:

However, OWNER shall be under no obligation to comply with the schedule shown above, provided that all prospective proposers or other interested parties known to the OWNER shall be notified equally of changes made to this schedule by the OWNER within a reasonable time after such changes are made. In no event shall any proposer have any redress to the OWNER, be it financial or otherwise, in the event that the OWNER alters this schedule in any way. Responsibility for submitting the proposal to the OWNER on or before the above stated time shall remain solely and strictly that of the proposer. The OWNER shall in no way be responsible for delays in the delivery of any proposal by U.S. mail or any other method of conveyance. The OWNER shall not be responsible for premature opening of proposals that are not marked properly as described above.

3. Form of Response

This subsection contains detailed instructions to which proposers must adhere in the preparation and submittal of proposals to the OWNER.

Proposal: The proposer shall provide 1 digital PDF format version of the proposal to OWNER by the date and time shown in the above schedule unless otherwise notified by the OWNER.

Proposers are advised that proposal content and completeness are most important, and that clear and effective presentations are preferred, with unnecessarily elaborate, decorative or extraneous materials discouraged. The proposal shall be submitted on plain 8.5" by 11" paper single-spaced and using full margins, except as desired by the proposer for emphasis or effect. The proposal shall be limited to a maximum of 20 pages which may be double sided. Each section within the proposal shall be clearly defined for easy reference.

The proposal shall contain the following information and attachments:

Cover Letter: Identify the proposer’s name, mailing address, telephone number and contact person(s). The letter must be signed by the proposer, and should be limited to two (2) pages.

Consortiums, joint ventures or teams submitting proposals, although permitted and encouraged, will not be considered to be responsive unless it is established that all contractual responsibility shall rest solely with one firm or one legal entity, which shall not be a subsidiary or affiliate with limited resources. Indicate the entity responsible for execution on behalf of the team.

Organizational Information: Provide a statement of the proposer’s corporate status and background, including but not necessarily limited to the following: Legal status; organizational structure; current list of owners, officers and principals; management philosophy; brief history;

References: List projects which included construction experience with building remodeling, additions, expansions and projects constructed in a high alpine environment within the past (5) years. Include references from Owners and Architects, with names and telephone numbers.

List any other projects similar in size, preferably in Colorado mountain towns that have been constructed by the proposer. Provide the following information for each reference:

Explanation of variation from original budget to final project cost:

Construction Manager / General Contractor (CM/GC) and Personnel: Describe the qualifications, experience, and availability of the proposer’s candidate for project manager, project superintendent and supervising personnel. Proposers are advised that failure to provide the individuals selected as project manager and project superintendent as indicated in the proposal may constitute cause for cancellation of contract award or termination of any Agreement between the OWNER and the proposer. Additionally, describe the key personnel who will contribute to the Project, including project managers and superintendents with appropriate expertise in related construction projects.

Such descriptions shall include, but not necessarily be limited to name and job title, years of experience, qualifications, expertise, and availability. Include resumes as available. Include information on how CM/GC communicate and relay information to the team, and how they may be proactive in collaboratively solving project issues.

Project Approach: Describe the approach that the proposer would take in constructing the project to meet the OWNER needs. Project approach should be concise. Processes and elements should be detailed in this section of the proposal. Any other creative or innovative ideas should be detailed in this section.

Project Schedule: The Contractor shall provide an estimated construction schedule that includes constraints, critical issues, meeting dates, review periods and delivery. The Contractors estimated schedule shall be used as the basis for the General Conditions Fee. Time is of the essence for this contract. Liquidated damages will be assessed if project is not finished during the contract time.

Below is a list of approximate milestone dates developed by the Owner.

Fee Schedule: Proposal shall include a:

• Fee for General Conditions (specify items plus Attachment A minimum)

• Fixed Fee for Pre-Construction Services (design review and cost estimating)

• Percent or Fixed Fee of Contract for Construction Services (overhead and profit)

• Fee or sub-contractor mark-up for Construction Change Orders

• Fee for any other service proposed by or required by the Contractor to complete the project

• Preliminary construction budget based upon the provided construction documents

• Preliminary schedule including construction commencement and key project milestones

At the OWNER’s option, the fees proposed for General Conditions, Construction Services and other services will be used to enter into a construction contract with the selected proposer.

Pre-Construction fee shall include design review, attendance at design meetings, construction schedule preparation and cost estimating during the schematic and design development and construction document phases.

General Conditions fee shall also show items included and excluded in the costs. At a minimum General Conditions shall include those items listed in Attachment A.

Change Order fee shall be defined for both increases or decreases to the Guaranteed Maximum Price.

Construction Services fee shall be for overhead and profit.

The Proposer shall identify any Additional Services available and their associated costs.

The Proposer shall identify any other required services and associated costs not included above that the Proposer believes necessary to successfully complete the project.

Each proposer shall certify that its price proposal shall remain valid for a period of at least one hundred and twenty (120) days. In the event that a contract award by the OWNER is delayed beyond the 120-day period, such award shall be conditioned upon the proposer's acceptance.

The OWNER expects the successful proposer to solicit multiple bids from subcontractors and prepare a final bid after the project has been awarded that will be used to create a final Guaranteed Maximum Price (GMP) and construction contract.

Financial Information: Provide a statement of the proposer’s financial condition relative to the performance of this Project, specifically addressing ability to finance and maintain cash flow during the Project. Include an audited financial statement prepared by a certified public accountant, consisting of balance sheet, income statement, applicable notes and disclosures, and statement of changes in financial position, of the proposer’s firm covering the past three (3) fiscal years (or since commencement of operations, if less than three years). The most recent year’s financial statements must include either an Auditor's Report Letter or an Accountant's Review Letter.

Statement of Insurance: The Proposer must provide the minimum insurance coverage levels as show below and give evidence of same with copies of certificate(s) of insurance or letter(s) of intent to provide insurance from competent provider(s) doing business in the State of Colorado with an “A” rating as shown in the most recent edition of “Best’s Insurance Reports.”

o Worker's Compensation insurance to cover obligations imposed by applicable laws for any employee of Proposer or a subcontractor or sub-consultant engaged in the performance of work under this Agreement. Evidence of qualified self-insured status may be substituted for the Workmen's Compensation requirements of this Paragraph.

o General Liability insurance with minimum combined single limits of $1,000,000. The policy shall be applicable to all premises and operations. The policy shall include coverage for bodily injury, broad form property damage (including completed operations), personal injury (including coverage for contractual and employees' acts), blanket contractual, products, and completed operations. The policy shall contain a severability of interests provision.

o Comprehensive Automobile Liability insurance with minimum combined single limits for bodily injury and property damage of not less than $1,000,000 each occurrence and $1,000,000 aggregate with respect to each of Consultant's owned, hired or non-owned vehicles assigned to or used in performance of this Agreement. The policy shall contain a severability of interests provisions.

Qualifications and Requirements:

1. The General Contractor must be licensed to operate within the Town of Breckenridge, Summit County and the State of Colorado prior to proceeding with any work.

2. The firm must have the ability to provide payment, performance and maintenance bonds in an amount not less than the contract amount established in the construction contract as required by state statute.

3. The successful candidate shall demonstrate in the proposal relevant qualified experience as a CM/GC with the construction, expansion or remodel of commercial building structures

Attachment B: Acknowledgment of Receipt of RFP Packet, and Addenda: This form must be completed and signed by the Proposer, and attached to the proposal.

In the event the proposer intends to borrow any funds to finance any portion of the work pertaining to this Project, a letter of intent from the bank or other lending agency must be attached, indicating the minimum amount which will be loaned and the applicable percentage rate of interest to be charged. The letter of intent may contain the qualification that the loan will only be consummated upon award of a contract by the OWNER.

Financial information submitted to establish the financial capability, price proposal, overhead rates, and other aspects of the proposer’s fiscal condition shall be handled as confidential data and utilized on a "need-to-know" basis for proposal evaluation. The OWNER shall make all reasonable efforts to avoid disclosure to parties unrelated to the proposal evaluation process.

Any proposal not submitted in this format shall be deemed to be non-responsive and shall not be considered further by the OWNER. The signer of the proposal must declare that the only person(s), company or parties interested in the contract as principals are named herein; that it is, in all respects, fair and in good faith without collusion or fraud; and that the signer of the proposal has the authority to bind the principal offeror.

4. Selection Process

Each responsive proposal received by the OWNER shall be evaluated in a consistent manner as described in this subsection. A responsive proposal is one, which complies with all material aspects of the solicitation, both as to the method and timeliness of submission, and as to the substance of any resulting contract. Prospective Proposers are advised to submit all required forms, attachments, insurance certificates, and other information as requested in the RFP. The OWNER shall identify up to three (3) proposers who are considered to be best qualified to perform the work required by the

OWNER.

OWNER will review all responsive proposals. The proposals will be evaluated based on completeness, experience of contractor at this type of work, personnel proposed to work on the job, fee price and structure, the costs of general conditions, and local preference.

At the OWNER’s option, the best qualified firms may be invited to participate in oral interviews with for the purpose of clarifying and confirming offerings and assertions made in the proposals.

The OWNER reserves the right to delay making an award as necessary to permit proper study and analysis of all proposals received, to split award on proposals, to reject any or all proposals received, and to make a pre-award survey to determine the capability of any or all proposers. The OWNER reserves the right to reject any or all proposals if it believes there is a sound documented business reason for doing so, and to negotiate matters of Contractor performance, project schedule and other issues not directly related to the proposal price submitted prior to awarding a contract.

The OWNER further reserves the right to cancel the procurement process at any time during the evaluation process if it appears that the proposals received are not suitable for any reason whatsoever.

5. Inquiries

Any and all proposers may make inquiries in writing to OWNER at any time prior to Thursday February 29, 2024 5:00 p.m. Any written question of a proposer regarding the meaning or interpretation of the RFP, work scope, etc., must be submitted to the OWNER prior to the above-specified date. All clarifications given to any prospective proposer shall be similarly furnished to all prospective proposers in summary form as an addendum to this RFP if the lack of such information could reasonably be considered prejudicial towards uninformed proposers. No technical assistance shall be given by the OWNER to any proposer in preparation of its proposal.

The OWNER will coordinate with the Architect/Engineering teams to answer all questions and shall provide a copy of its written response to any inquiries received to all proposers made known to the OWNER. Proposers, contractors and subcontractors SHALL NOT contact any member of the Architect/Engineering teams during the RFP process.

6. Addenda

Any or all changes, additions, or clarifications in connection with this RFP shall be issued by the OWNER in the form of written addenda. Each Proposer must sign the “Acknowledgment of Receipt of RFP Addenda” form (Attachment B) and submit the executed form with its proposal.

Oral comments, responses and/or representations shall not be binding upon the OWNER.

7. Consideration of Proposals

The OWNER reserves all rights to investigate the qualifications of any and all individuals and firms under consideration, to perform a financial audit of one or more firms, to confirm any part of the information furnished in a proposal, and to require further evidence of managerial, financial or professional capabilities which are considered necessary for the successful performance of work described in this RFP. The OWNER reserves the right to reject any or all proposals and to waive informalities and minor irregularities in proposals received.

8. Disclosure of Proposal Contents

All proposals and supporting documents, except such information that discloses proprietary or financial information submitted in response to qualification statements, becomes public information held in custody of the OWNER after the proposal submittal date given in this RFP.

The OWNER assumes no liability for the use or disclosure of technical or cost data submitted by any Proposer.

Nevertheless, if a proposal contains information that the respondent does not want disclosed to the public, or used for any purpose other than the evaluation of this offer, all such information must be indicated with the following or similar statement:

"The information contained on pages ________ shall not be duplicated, used in whole or in part for any purpose other than to evaluate the proposal provided; that if a contract is awarded to this firm as a result of the submission of such information, the OWNER shall have the right to duplicate, use or disclose this information to the extent provided in the contract. This restriction does not limit the OWNER’s right to use the information contained herein if obtained from another source."

All such nondisclosure items specified in the proposal shall be subject to disclosure as provided in Part 2 of Article 72 of Title 24, C.R.S. ("The Colorado Public Records Act") or as otherwise provided by law.

9. Original Proposal

The successful proposal must be an original work product of the submitting individual, firm or team. Copying, paraphrasing, or otherwise using significant portions of the work product of another organization when presenting a proposal to the OWNER shall not be permitted. Failure to adhere to this instruction may result in the rejection of the proposal.

10. Investigation of Conditions

All proposers are encouraged to review this RFP carefully and to investigate all conditions involved in the execution of work. The selected firm shall not be allowed additional compensation for items on which it has failed to inform itself prior to the opening of proposals.

11. Withdrawal of Proposal

Prior to the due date indicated in the RFP packet, any proposer may withdraw its proposal submitted to the OWNER by written, email, or fax notification, or in person by a firm principal or authorized representative, provided his/her identity is made known and a receipt is signed for the return of the proposal. Regardless of form, such notice must be in written form and received by the OWNER prior to the hour and date specified for receipt of proposals. After proposals are opened as prescribed herein, no proposal may be withdrawn for a period of one hundred and twenty (120) calendar days. Negligence on the part of a proposer in preparing its proposal shall not confer a right of withdrawal after the date proposals are received by the OWNER.

12. Single Proposal Response

In the event that only one (1) proposal is received in response to this RFP, the OWNER may require assistance from the single responsive and responsible proposer in the preparation of a proposal price analysis in order to determine whether the single proposal received by the OWNER is fair and reasonable.

13. Conflicts and Inconsistencies

In the event of a conflict or inconsistency between any of the RFP and attachments, including drawings, specifications, the OWNER shall resolve such conflict or inconsistency and provide written notice of the single interpretation to all known proposers by written addendum.

14. Contract Award

The OWNER maintains the right, but shall be under no obligation, to award a contract to the responsive and responsible Proposer whose offer is deemed by the OWNER to be most advantageous to the OWNER as determined by capability, qualifications and other factors set forth herein. Proposers are hereby advised that contract award is subject to approval by the OWNER Council.

15. News Releases

Written approval by the OWNER is required prior to any public disclosure regarding this RFP or any subsequent awards.

16. Cost of Proposal Preparation

The OWNER shall not be liable for any costs or expenses incurred for preparation of proposals submitted in response to this RFP or for any other cost incurred prior to issuance of a formal Notice to Proceed. Proposers shall not include such expenses as part of the price proposed. The OWNER shall be held harmless and free from any and all liability, claims or expenses whatsoever incurred by, or on behalf of, any person or organization responding to this RFP.

SECTION II: SCOPE OF SERVICES

1. Background

Timberline Learning Center (TLC) was built in 2008 by the Town of Breckenridge to care for children from six weeks to six years old. The current 3,300 square foot building has a capacity of 68 children across six classrooms and a multipurpose space for indoor activities.

As of June 2022, Early Childhood Options reports that Breckenridge has 520 unique children currently on a waitlist for care with the highest need being infant and toddler care. Given the significant demand for additional childcare slots, the Town is committed to expanding TLC to provide an additional space to add more students.

2. Summary of Work Required

The Town of Breckenridge desires to contract with a reputable experienced contractor to perform pre-construction services and construction management of the project. Initial plans for the project are attached.

Phase One: Phase One is Pre-Construction services. Pre-construction services include, but are not limited to:

1. Attending Design Team meetings with the Architect and Owner.

2. Providing detailed cost estimates on Construction Documents for buildings and site work.

3. Providing cost analysis of design decisions and value engineering options

4. Providing input on pre-ordering of long lead construction items.

5. Administration of the subcontract bid process for the civil site work and vertical construction.

In an effort to make the construction phase as efficient as possible, the selected Contractor will be expected to be actively engaged in the design process and will be expected to make recommendations and suggest alternatives as appropriate.

The contractor will provide a cost evaluation of constructing the buildings individually over time versus constructing all at once. This information will include an opinion from the contractor on the savings generated by constructing all buildings at once versus individually.

The civil site work project will include utility, drainage, grading, landscaping, and hardscape (sidewalk, pavers, flagstone) improvements.

Phase Two: Phase Two is the construction management of the project. This Phase will be the construction of the project as designed and estimated in Phase One. If this phase moves forward the Town and Contractor will enter into a construction contract with a guaranteed maximum price. The Town may determine that it is not in its best interest to continue with Phase Two.

The Town reserves the right to not enter into a contract with the contractor.

POST-INSTALLED ANCHORS

1. ALL CAST-IN-PLACE ANCHORS DESIGNED IN ACCORDANCE WITH ACI 318.

2. POST-INSTALLED ANCHORS SHALL ONLY BE USED WHERE SPECIFIED ON THE CONSTRUCTION DOCUMENTS. THE

CONTRACTOR SHALL OBTAIN APPROVAL FROM THE ENGINEER-OF-RECORD PRIOR TO INSTALLING POST-

INSTALLED ANCHORS IN PLACE OF MISSING OR MISPLACED CAST-IN-PLACE ANCHORS.

3. CARE SHALL BE TAKEN IN PLACING POST-INSTALLED ANCHORS TO AVOID CONFLICTS WITH EXISTING REBAR.

EXISTING REINFORCING BARS SHALL NOT BE CUT UNLESS APPROVED BY THE EOR.

4. ALL ANCHORS MUST BE INSTALLED IN STRICT ACCORDANCE WITH THE MANUFACTURER’S PRINTED INSTALLATION INFORMATION (MPII) IN CONJUNCTION WITH EDGE DISTANCE, SPACING, AND EMBEDMENT DEPTH AS INDICATED ON THE DRAWINGS. HOLES SHALL BE DRILLED AND CLEANED IN ACCORDANCE WITH THE MPII.

5. SUBSTITUTION REQUESTS, FOR PRODUCTS OTHER THAN THOSE SPECIFIED, SHALL BE SUBMITTED BY THE CONTRACTOR TO THE ENGINEER-OF-RECORD ALONG WITH CALCULATIONS THAT ARE PREPARED & SEALED BY A REGISTERED PROFESSIONAL ENGINEER; REGISTRATION MUST BE IN THE STATE IN WHICH THE PROJECT IS LOCATED. THE CALCULATIONS SHALL DEMONSTRATE THAT THE SUBSTITUTED PRODUCT IS CAPABLE OF ACHIEVING EQUIVALENT PERFORMANCE VALUES (MINIMUM) OF THE SPECIFIED PRODUCT USING THE APPROPRIATE DESIGN PROCEDURE AND/OR STANDARD(S) AS REQUIRED BY THE AUTHORITY HAVING

JURISDICTION.

6. THE CONTRACTOR SHALL ARRANGE FOR A MANUFACTURER’S FIELD REPRESENTATIVE TO PROVIDE INSTALLATION TRAINING FOR ALL PRODUCTS TO BE USED, PRIOR TO THE ANCHOR INSTALLATION. A RECORD OF TRAINING SHALL BE KEPT ON SITE AND MADE AVAILABLE TO THE EOR/ SPECIAL INSPECTOR AS REQUESTED.

7. ADHESIVE ANCHORS INSTALLED IN HORIZONTAL TO VERTICALLY OVERHEAD ORIENTATION THAT SUPPORT SUSTAINED TENSION LOADS SHALL BE DONE BY A CERTIFIED ANCHOR INSTALLER (AAI) AS CERTIFIED THROUGH ACI/CRSI (ACI 318-11 D 9.2.2, ACI 318-14 17.8.2.2). PROOF OF CURRENT CERTIFICATION SHALL BE SUBMITTED TO

THE EOR FOR APPROVAL PRIOR TO COMMENCEMENT OF INSTALLATION.

8. ADHESIVE ANCHORS MUST BE INSTALLED IN CONCRETE AGED A MINIMUM OF 21 DAYS (ACI 318-11 D 2.2, ACI 318-14 17.1.2)

9. ALL POST-INSTALLED ANCHORS SHALL BE INSTALLED IN DRY HOLES THAT HAVE BEEN DRILLED, CLEANED, AND PREPARED IN STRICT ACCORDANCE WITH THE MANUFACTURER’S PRINTED INSTALLATION INFORMATION AND

THE RESPECTIVE ICC-ES EVALUATION REPORTS.

10. PROVIDE SPECIAL INSPECTION FOR ALL MECHANICAL AND ADHESIVE ANCHORS PER THE APPLICABLE BUILDING

CODE AND PER THE CURRENT ICC-ES REPORT (IBC TABLE 1705.3 NOTE B).

STRUCTURAL STEEL:

1. STRUCTURAL STEEL SHALL BE DETAILED, FABRICATED, AND ERECTED IN ACCORDANCE WITH THE

"SPECIFICATION FOR STRUCTURAL STEEL BUILDINGS" (AISC 360) AND THE "CODE OF STANDARD PRACTICE FOR STEEL BUILDINGS AND BRIDGES" (AISC 303) BY THE AMERICAN INSTITUTE OF STEEL CONSTRUCTION (AISC).

2. STRUCTURAL STEEL WIDE FLANGE BEAMS AND WTS SHALL CONFORM TO ASTM A992, 50 KSI YIELD.

3. ROLLED STEEL FLOOR PLATES SHALL CONFORM TO ASTM A786, COMMERCIAL GRADE.

4. OTHER ROLLED SHAPES, INCLUDING PLATES, CHANNELS, AND ANGLES SHALL CONFORM TO ASTM A36, 36 KSI

YIELD.

5. HOLLOW STRUCTURAL SECTION (HSS) RECTANGULAR SHAPES SHALL CONFORM TO ASTM A500, GRADE C, 50 KSI

YIELD.

6. HSS ROUND SHAPES SHALL CONFORM TO ASTM A500, GRADE C, 46 KSI YIELD.

7. PIPE SHAPES SHALL CONFORM TO ASTM A53, GRADE B, 35 KSI YIELD.

8. EXCEPT AS NOTED, FRAMED BEAM CONNECTIONS SHALL BE BEARING-TYPE WITH 3/4" DIAMETER, SNUG TIGHT, ASTM F3125 BOLTS, DETAILED IN CONFORMANCE WITH THE STRUCTURAL DRAWINGS AND THE "STEEL CONSTRUCTION MANUAL" BY THE AISC. INSTALL BOLTS IN ACCORDANCE WITH AISC'S "SPECIFICATION FOR

STRUCTURAL JOINTS USING HIGH-STRENGTH BOLTS".

9. ALL BEAMS SHALL HAVE FULL DEPTH WEB STIFFENERS EACH SIDE OF WEBS ABOVE AND BELOW COLUMNS.

10. ANCHOR RODS SHALL CONFORM TO ASTM F1554, GRADE (36, 55 WITH WELDABILITY SUPPLEMENT S1, AND/OR

105) AS NOTED ON THE STRUCTURAL DRAWINGS.

11. HEADED ANCHOR STUDS (HAS) SHALL CONFORM TO ASTM A108 AND SHALL BE CONNECTED TO STRUCTURAL

STEEL WITH EQUIPMENT APPROVED BY THE STUD MANUFACTURER ACCORDING TO THE STUD MANUFACTURER'S

RECOMMENDATIONS.

12. WELDING SHALL BE DONE BY A CERTIFIED WELDER IN ACCORDANCE WITH THE AISC DOCUMENTS LISTED ABOVE, THE AMERICAN WELDING SOCIETY (AWS) D1.1: STRUCTURAL WELDING CODE, AND THE RECOMMENDATIONS FOR USE OF WELD E70 ELECTRODES. WHERE NOT SPECIFICALLY NOTED, MINIMUM WELD SHALL BE 3/16" FILLET BY

LENGTH OF CONTACT EDGE.

13. GROUT BENEATH COLUMN BASE AND BEAM BEARING PLATES SHALL HAVE A MINIMUM 28-DAY, COMPRESSIVE STRENGTH OF 7,500 PSI AND SHALL BE NON-SHRINK, NON-METALLIC, AND TESTED IN ACCORDANCE WITH ASTM C1107.
