Subject: Mobile Network Demonstration Vehicle
THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This RFI is hereby issued for information and planning purposes only and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No funds are available to pay for the preparation of responses to this announcement and any information submitted by respondents is strictly voluntary.
This requirement is currently being considered under North American Industry Classification System (NAICS) 336992, General Services Administration (GSA) Category number 3361 (Law Enforcement and Fire Fighting Vehicles and Attachments. Includes firefighting and law enforcement vehicles and their related attachments, such as mobile water supply attachments, fire fighting vehicle glider kits, SWAT vehicles, mobile crime scene vehicles, etc.).
The First Responder Network Authority has identified the requirement for a Mobile Network Demonstration Vehicle although there is currently no schedule for issuing a solicitation to satisfy the requirement. The primary purpose of this RFI is to obtain industry feedback in the form of a Rough Order of Magnitude (ROM) regarding the draft requirements outlined in the attached ROM Considerations Worksheet, to aid in planning. Each respondent is asked to provide, at a minimum, the information outlined below and in the attachment titled “ROM Considerations Worksheet”.
1) Name of organization, CAGE Code, DUNS Number or SAM UEI, Business Size Status (under the applicable NAICS), telephone number, address, and email address for the primary point of contact.
2) A capabilities statement inclusive of brief descriptions of recent contracts of similar scope and magnitude that your organization has performed regarding the requirements outlined in the ROM Considerations Worksheet. Please include contract numbers and a reference point of contact, if possible, and indicate if the services are performed in the commercial market or for the Government/noncommercial entities.
3) Contract vehicles that would be available to the Government for the procurement of these services, such as GSA Federal Supply Schedules (FSS), GSA OASIS, etc. NOTE: This information is for market research purposes only and does not preclude your company from responding to this notice nor does it formalize any future acquisition strategy.
4) Any concerns, suggestions, or general feedback regarding the ROM Considerations Worksheet. For instance, if any language is not clear or more information is needed to aid in the ROM, please identify it in your response.
5) If applicable, general questions not related to the ROM Considerations Worksheet. NOTE: General questions may not be answered but will be considered in future drafts of the requirement.
6) Recommendations on contract type (e.g., Indefinite Delivery/ Indefinite Quantity) and whether you believe the NAICS code to be an accurate representation of the requirement.
Responses shall be submitted electronically using Microsoft Word, Excel, or Adobe format, 11-pt. font minimum. Respondents are advised that the Government may be unable to receive other types of electronic files (e.g., *.zip) or files more than thirty (30) megabytes. Responses are limited to fifteen (5) pages including graphics and cover page.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked “Proprietary” will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damage incurred if proprietary information is not properly identified by the respondent.
