This document is a request for information for a mobile network demonstration vehicle. The National Telecommunications and Information Administration is seeking information to outfit a vehicle as an experiential platform to demonstrate broadband capabilities leveraging FirstNet's carrier partner AT&T along with other manufacturers and developers. The vehicle would primarily function as an experiential platform but also support incident response for 36 hours.
The vehicle must support dual purposes of experiential demonstration and initial 36-hour incident response. It must accommodate integrated equipment including a Nextivity Mega-Range solution, 6-12 LMR radios, 12 ruggedized tablets, cameras, network equipment, gas detection equipment, mapping capabilities, and transportable repeaters. Interior requirements include network provisioning, seating, lighting, power, and storage. The response is non-binding and no funds are available to prepare responses.

Directions & Structure
1. The ROM will consist of two options (OP) and a price range is acceptable for each OP. However, each OP’s range (the lowest to highest numbers) should be within 10% of each other to aid in accuracy. If the range is beyond 10% then please identify what factors led to the result. The ROM values should be inserted into the appropriate tab highlighted in blue in order to populate the Directions & Structure tab.

Common Requirements (Both OPs)

| I. | |
| a. | The desired outcome is to build a vehicle to act in a dual purpose role. Primarily it will be used as experiential platform. The vehicle will be driven to locations to provide stakeholders with a broadband experience leveraging FirstNet's carrier partner AT&T along with other manufacturers and developers who offer capabilities in this space. Because the vehicle will be outfitted with equipment that can be leveraged to support an incident, the vehicle's second role is to provide support assistance while being self-supportive during an initial period of 36 hours. |
b. Powertrain shall have an automatic transmission and 4x4 capability. Wheels and tires must allow for extended highway and off-road terrain driving.
c. Class VI hitch on rear and Class III on the front of the vehicle capable of carrying a tongue load of 650lbs.
d. Exterior parameter white LED flood lights along with remote control spot light(s) locations TBD.
e. Box of vehicle must provide a suitable ground plane for antenna mounting in the VHF/UHF/7-800MHz band along with cellular band and Wi-Fi sub-6GHz.
f. Driver and passenger seats must be comfortable for extended periods of driving as not to fatigue the driver and passenger.
g. Vehicle must be non-CDL and must not require any special endorsements to legally drive the vehicle.
h. If there are fuel capacity options available, we would like to know what they are and the anticipated MPG of the vehicle along with fuel usage at idle for periods of long idle.
i. The vehicle must have the ability to power integrated and operational equipment without the chassis running for multiple hours. Operations equipment would include emergency and non-emergency lighting and HVAC for example. We are open to discussing the use of a load manager as well to prioritize critical low voltage loads.
j. For accessing the experiential space, the point(s) of entry and departure must be easily accessed and unincumbered. This space will be accessed by people of all ages, shapes and sizes. Limiting the use of steps and external stairs will help ensure safety.
k. Approach and departure angles must be considered as we keep in mind vehicle access height. Not only shall the chassis or body not contact the surface but items such as the Rescue42 CRD also must not contact the surface either when they are being carried by either or, or both front and rear hitch.
l. Onboard power system(s) must have the capability to switch between shore power and onboard power automatically and provide an indication as to which source is active. Additionally, there shall be a manual override to manually transfer between the two sources.
m. A separate shore power connection shall be installed for maintenance purposes. This will power a system to maintain chassis battery(s), any device rechargeable batteries along with any requirements for the power system. 110v AC outlet locations within the vehicle for devices will be determined. It is estimated that there would be no less than 6 locations for these. These 110v AC outlets also must automatically switch to the onboard system and shore power when the maintenance source is not present.
n. Driver/Passenger compartment must provide space for 2 average adults. Land Mobile Radios operating on VHF, UHF, and 7/800 spectrum, emergency lighting controls, and laptop dock. Additionally, if there is a vehicle stabilization system, the control for this should also be included in this console. This compartment space shall also include a Streamlight Stinger 2020 and Streamlight VULCAN lightbox. Additionally, there shall be a second Stinger 2020 and VULCAN Lightbox with locations TBD. 12v DC power shall be supplied to all locations.
o. Total vehicle height is a concern as the vehicle may need to be parked temporarily or stored indoors. Along with driving off-road and in neighborhoods will come into contact with tree branches and limbs. All attempts should be made to keep items on the roof slim and protected.
p. There shall be a visual in the passenger cab if there is any hazard exists. i.e. compartment door open, mast is mot stowed, vehicle stabilizers are set. Additionally, if the vehicles gear selector is removed from park and audible alarm shall sound as well.
q. All doors must be lockable by key and/or with a remote.
r. Onboard wired and wireless network provisioning to support operation. All video will use orange jacketed cable and jacks along with jumpers. Guest internet access will use blue jacketed cable and jacks along with jumpers, SIP Phone will use white jacketed cable and jacks along with jumper, and the closed experiential vehicle network will us yellow jacketed cable and jacks along with jumpers. All jumpers shall be of propriate length and color to match the netwrok jacks.
Intergration of all networks is required for planning, engineering, provisioning, and testing with all systems installed. It is envisioned that we will have several diffrent segmented networks and a high probability of needing both Layer2 and Layer3 networks.
s. SIP phone service terminating to 6 SIP handsets along with integrating into the Catalysis console system. It is estimated that 12 phone numbers and 6 concurrent connections would be needed. Design build needs to also include any gateways or Session Boarder Controller (SBC) that might be needed for the proposed solution. The VoIP backend shall provide typical business class services such as call forward functions, hunting and a capability to exapnd into future additonal vehciles and a fixed location such as the Boulder Office.
t. Any management, maintenace and software subscriptions mush be included with an option for up to a 5 year term. This includes but not limited to netwroking appliances, sever(s), mobile and handheld LMR radios and repeaters, mobile cellular routers as examples.
