About this file
This is Amendment 1 to a Request for Bid (RFB) issued by the University of Wisconsin-Madison for the procurement of a 108 kilowatt DC power supply (Event #2024-UWMSN-00455-RFB). The amendment addresses questions from potential bidders regarding specifications and application details. The university seeks a programmable DC power supply with specific technical capabilities to power a nuclear fuel rod simulator consisting of a hollow stainless steel cylinder (9.5 mm outer diameter, 0.89 mm thickness, 1 meter long). The unit must deliver 3000 amperes DC at 160 volts with a minimum power output of 108 kilowatt at 67 volts and 1612 amperes. The university indicated that delivery is needed as soon as possible, understanding that lead time may extend several weeks. Bid responses must be submitted online through the ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, with questions directed to Jennifer Quinn at jenn.quinn@wisc.edu.
The power supply must include ethernet and USB interfaces, control and maintenance software, a protective cabinet, a safety circuit with emergency stop button, and a cooling system (either air-cooled or water-cooled). All specifications are designated as mandatory minimum requirements, and failure to meet any specification shall result in bid disqualification. The amendment clarifies that the current need of 3000 amperes reflects future project requirements, with the immediate application requiring 1612 amperes. Regarding transient response time, a 2 millisecond recovery for 50-100% step changes would be considered acceptable. Bidders are instructed to reference Section 4.1 of the Terms and Requirements document for the delivery address to calculate freight charges appropriately.

QUESTIONS AND ANSWERS
UW-MADISON REQUEST FOR BID
UWMSN-2024-00455-RFB
Q1. Can you please provide the ship to address so that we can add freight charges accordingly?
Answer: Review Section 4.1 of the Terms and Requirements document.
Q2. The Current need is listed as 3000 ADC. I reached out to a couple of manufacturers and that is quite a bit larger than what they offer. I wanted to make sure that a Current of 3000 ADC is indeed what you are asking for.
Answer: My current equipment requires 1612 Amps at 67 Volts (108 kW is a minimum required at this amperage and voltage). 3000 Amps or more is asked for future projects.
Q3. What is the main application for this power supply? How will it be used?
Answer: It will be used to heat an electrical resistance of the shape of hollow cylinder (9.5 mm OD, 0.89 mm thickness, and 1 meter long made of stainless steel). This cylinder works as a nuclear fuel rod simulator. This information is described in the bid.
Q4. By when do you need this DC Power Supply?
Answer: As soon as possible, but it's understandable that this order might take several weeks of lead time.
Q5. For the transient response, would 2 ms recovery for 50-100% step change satisfy the requirement?
Answer: That would be a long time response, but it would be considered for the application.
6. TECHNICAL SPECIFICATIONS
Amendment #1 provides an update to Specification #13. The table for Section 6 provided here should be used for bid submissions.
Conditions of bid which include the word “must” or “shall” describe a mandatory requirement. All specifications are defined as mandatory minimum requirements unless otherwise stated. FAILURE TO MEET A MANDATORY REQUIREMENT SHALL DISQUALIFY YOUR BID. If no bidder is able to comply with a given specification, condition of bid or provide a specific item/service requested, Purchasing reserves the right to delete that specification, condition of bid or item without having to complete the bid process again.
