About this file
The document is a Technical Specifications Request for Bid (RFB) #2024-RFB-0427 issued by the Sacramento County Community Services Agency, Department of Waste Management and Recycling. The RFB solicits bids for the rental or full-service lease of up to four (4) three-axle truck tractors, with options for Compressed Natural Gas (CNG), Diesel, or Battery Electric (EV) power. The trucks will be used to pull 45-foot live-floor semi-transfer trailers, operating between a refuse transfer station and Kiefer Landfill, with a maximum legal load capacity of 80,000 lbs. The initial contract term is one year, with the potential for four additional one-year extensions upon mutual consent. The vehicles must comply with numerous regulatory standards, including California Vehicle Code, California Air Resources Board regulations, and Federal Motor Vehicle Safety Standards.
The RFB provides detailed technical specifications for the truck tractors, including requirements for engine performance, hydraulic systems, charging infrastructure (for electric vehicles), and optional ergonomic features. The County does not guarantee a minimum number of rentals or leases, and the subsequent contract years are dependent on funding availability. Pricing terms include a potential price adjustment of up to 3% for contract extensions. The document outlines specific performance requirements such as noise levels (maximum 80 db at 50 feet), charging capabilities for electric vehicles (60-minute opportunity charge from 20% to 80% capacity), and comprehensive maintenance expectations. Proposers must submit a complete response package detailing how their equipment meets the minimum specifications, with the option to propose CNG, Diesel, or Electric Vehicle configurations.
