COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:
2024 Marquee Replacement
(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation FA500024Q0101 is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06, effective 08/29/2024. The DFARS provisions and clauses are those in effect to DPN 08/15/2024, effective 08/15/2024. The DAFFARS provisions and clauses are those in effect to DAFAC 2024-0612 effective 06/12/2024. (iv) This requirement is being competed 100% set aside for small business with the North American Industrial Classification System (NAICS) code associated with this procurement of 339950 with a small business size standard of 500 employees.
(v) The Pricing Schedule is incorporated as Attachment 3. Vendors shall complete Attachment 3 in its entirety and return with any other documentation/data as required by this Combo.
(vi) The Government intends to award a single award for this requirement.
(vii) Delivery of the required items will be to FOB destination to 673 FSS FSR 10480 22ND ST STE 201 JBER AK 99506-2501
(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (Mar 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms, and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
a) Submission of offers.
Submit one (1) quote conforming to the requirements listed in Attachment 2 Salient Characteristics, to include a data sheet for the quoted items.
b) Period for acceptance of offers. The quoter agrees to hold the prices in its quote firm until 30 Sep 2024.
c) Quote Preparation Instructions.
a. To assure timely and equitable evaluation of quotes, Quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations, and certifications. Failure to meet a requirement may result in a quote being determined unacceptable. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
b. By submission of a quote, the Quoter accedes to the solicitation terms and conditions as written and affirms their ability to meet the requirements of the solicitation and specifications in attachment 2.
(ix) FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms, and conditions of FAR 52.212-2 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
(a) The Government anticipates awarding a single contract resulting from this solicitation. The following evaluation factor shall be used to evaluate quotes:
(i) Price - The Government will rank all quotations from lowest to highest price according to the vendors quoted prices. The contract will be awarded to the company with lowest price offers that is technically acceptable.
(c) A quote is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Upon award of a contract resulting from a submission of a quote, the contractor is hereby required to sign the contract.
(x) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Offeror Representations and Certifications--Commercial Products and Commercial Services (Dec 2022), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (Dec 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Products and Commercial Services (Jun 2023), is hereby incorporated by reference, with the same force and effect as if it were given in full text. Additionally, the following clauses apply to this acquisition:
(xii) No additional contract requirements or terms and conditions are required for this acquisition.
(xiv) No DPAS rating is assigned to this acquisition.
(xv) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
(xvi) Any questions shall be directed to the POCs listed below IN WRITING to the email addresses jake.montalbano@us.af.mil and daniel.swoyer.1@us.af.mil no later than September 24th 2024 at 12 pm Alaska Daylight Time. All questions will be posted and answered by amendment following this date.
For a quote to be considered it must be emailed to the Contracting Specialist, jake.montalbano@us.af.mil, and Contracting Officer, daniel.swoyer.1@us.af.mil, by September 26th 2024 at 12pm Alaska Daylight Time.
Any changes to this solicitation and any resultant contract must be completed in writing by the Contracting Officer. Changes made that are not authorized by the Contracting Officer are done at the risk of the contractor.
The Contracting Officer is the only government representative authorized to change the terms and conditions of this requirement.
