The Industry Day will discuss upcoming USTRANSCOM requirements and facilitate collaboration with technical, business, and contracting representatives. Some notable points from the Q&A include:

  • USTRANSCOM typically offers 3-5 year contracts with a 6-month extension option for Part 135 airlift services.
  • USTRANSCOM does not award contracts to brokerage firms, as the goal is to maintain an industrial base of carriers that own and operate the aircraft.
  • New companies are encouraged to review all opportunities posted on SAM.gov and ensure they meet FAA/CARB certification requirements.
  • USTRANSCOM is willing to support CARB certification for carriers actively engaged on their requirements.

Questions & Answers When can we begin the CARB approval process, and what steps can we take to prepare for it?

TBD

What are the current GSA payment terms for part 135 flights?

TRANSCOM does not utilize GSA payment terms; however, in general we pay in net 30 payment terms.

When should we expect contract opportunities to open up for 2025?

Will be answered via Industry Day

What is the standard term length for a contract?

USTRANSCOM typically offers 3 to 5 year contracts, with the option for a six-month extension when feasible.

How do Charter Brokerages initially break into this world of GOV contracts? Just submitting on every request possible "Throwing darts at a dart board" or by creating dialogue with the person posting the request to confirm details before going to market to find the tailored solutions?

In order to compete on the 135 airlift contracts out of TRANSCOM, the carrier providing the proposal must own and operate the aircraft. Our goal is to maintain an industrial base; therefore, we do not award contracts to brokerage firms.

From your experience, what have been the most common type RFQ or RFI that have been best for first time companies that have not done work in the past or been screened through the DOD process but are looking to land that first contract to create a working relationship.

First time companies might find CONUS contracts that primarily involve the transportation of passengers and cargo more suitable as they generally are less complex. However, we encourage you to review all opportunities as they are released on SAM.gov to determine if your company is a good fit. Ensure that all FAA/CARB certifications and other requirements are met. Ultimately, only you and your company can determine which contracts align best with your capabilities.

How to create a working relationship with the DOD for new small businesses.

This question will be addressed during the Industry Day forum.

Will you be presenting previous spend in the last contract period, as well as a forward-looking forecast

We will not be addressing previous spend during the last contract period during this Industry Day. If we share this information, it will likely be included with any Request for Information when conducting market research on specific requirements.

Do you have data on the types of lift that was needed over the past contract period, average pax loads, combi needs, air drop, domestic vs. international, etc..

No. If we share this information, it will be included with any Request for Information when conducting market research

Will USTRANSCOM still be supporting future CARB audits, thus ensuring that WASP 135 carriers maintain DoD standards and qualification.

USTRANSCOM is willing to support the CARB certification of carriers that are actively engaging us on requirements.

Can there be any consideration given to extending the transition period from one carrier to another after the award to allow the new carrier more time to stand up required operations to include adding additional lift capabilities and procurement needs?

When conducting market research, we request carriers to provide us with a reasonable transition period. This time is generally anywhere from 60-90 days; therefore, this is the timeframe we usually prepare for unless requirements do not allow for it due to urgency. If additional time is needed, please include this in your RFI response. If possible, we will make every effort to accommodate.
