1. CONTRACTING ACTIVITY.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

The USTRANSCOM Joint Distribution Process Analysis Center (JDPAC) has a requirement for the renewal of seven (7) Demand Guru software subscriptions with premium support.

The Government anticipates awarding a new firm-fixed price contract to the original equipment manufacturer (OEM) of this requirement, Coupa Software. The simplified acquisition procedures at Federal Acquisition Regulation (FAR) subpart 13.5 will be used.

3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS.

USTRANSCOM JDPAC is seeking the renewal of Demand Guru software to continue to provide predictive analysis of demand, capacity, and driving factors, and to conduct what-if excursions to inform prioritization, allocation, and optimization of scarce Joint Deployment and Distribution Enterprise (JDDE) assets. Demand Guru is used to consume large amounts of historical and planning data; automate the manipulation and cleansing of large data files according to set business rules; and produce statistically derived workload forecasts as well as apply planning data as external causal factors to produce operationally informed forecasts through machine learning.

The Demand Guru acquisition includes seven (7) subscriptions with premium support. The estimated cost of this acquisition is for a one (1) year period of performance. The anticipated period of performance is 28 September 2024 – 27 September 2025.

FAR 13.5 procedures were used in accordance with 41 U.S.C 1901.

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE AUTHORITY CITED.

JDPAC analysts have established processes configured for the utilization of Demand Guru, in concert with Data Guru, an automated data cleansing and manipulation tool included with Demand Guru, to expeditiously provide routine transportation workload forecasts for the Command’s numerous lines of business, in order to accurately set associated transportation rates.

If Demand Guru is not authorized, analysts will be unable to address forecasting requirements, to include what-if analyses, variance detection, and root-cause analyses, in order to understand leading indicators for demand and capacity management. Due to the proprietary nature of the Demand Guru product, no other tools are currently available to meet these unique forecasting analytic requirements.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.

Market research indicated that Demand Guru is only available through the original OEM, Coupa Software. This was confirmed by an email message from Coupa Software. There are no other sources authorized to provide the required support.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.

The Contracting Officer will determine the contract represents the best value using proposal analysis techniques at FAR 15.404-1(b) to establish a fair and reasonable price, such as comparison of proposed prices to historical prices paid and published price lists. Based on this approach, the Contracting Officer anticipates that a fair and reasonable price will be obtained.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS OR A STATEMENT OF THE REASONS MARKET RESERACH WAS NOT

CONDUCTED.

Market research was conducted for existing supply schedules and government-wide acquisition contracts for Demand Guru. While schedules exist for Coupa Software products, Demand Guru is not offered by resellers. Coupa Software is the only source offering the required support as indicated in Paragraph 6. Accordingly, there is no expectation that offers for this requirement can be made by other entities, including small business concerns. Therefore, the requirement will be solicited directly to Coupa Software for quotation.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION.

USTRANSCOM Command, Control, Communications and Cyber Systems Directorate (TCJ6) will continue to monitor the commercial marketplace for solutions that can meet or be modified to meet the agency’s requirements described in Paragraph 5 above.
