IALR may require additional information, clarification and/or presentations from any Bidders after opening and reviewing the Bids. The Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any Bid if evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the Work described therein. Without limiting the foregoing, the Owner reserves the right, before issuing a Notice of Award, to require that the apparent low bidder provide the Owner, within five (5) business days of the request, with: (i) a proposed construction schedule that complies with the timeline for Substantial Completion and Final Completion contained in the Contract Document, and (ii) a proposed staffing schedule that demonstrates that adequate personnel, Subcontractors, and Subcontractors personnel are available for the Project to ensure sufficient manpower and manhours to fully and timely perform the Project. The failure of the apparent low bidder to timely provide a proposed construction schedule and proposed staffing schedule that is acceptable to the Owner may lead to a determination that the Bidder is nonresponsive and/or nonresponsible.

Note: building on the above manpower reference, we will ask the winning contractor to provide documentation from top two subs bids and manpower projections from each major discipline to make sure that the IALR is comfortable with their ability to meet schedule.

Owner intends to award the Contract and issue a Notice to Proceed promptly following opening of bids. Further, Bidder must obtain Final Completion for this project within thirty (30) consecutive calendar days following the date of Substantial Completion.

All Bidders are cautioned that time is of the essence for the completion of all Work on the

Project and that Owner will suffer loss or damages if the Project is not substantially and finally completed within these periods of time. By bidding on the Project, each Bidder certifies that it can start and complete the Project in the specified timeline.

Warranties for all products, materials etc. related to Building Two will start at the point the entire project has been deemed substantially complete.

Discussion Items:

General Topics

The Owner will engage a Special inspection testing engineer on board prior to the start of contract. Contractor will be responsible for notifying and coordinating special inspection testing during the period of construction. Retesting or rescheduling visits at the fault of the contractor will be paid for by the general contractor.

MBP (Owner Construction Manager) will be involved.

Like the requirements of Building One, The Navy will require manhours to be logged as support for Building Two funding. It will be the responsibility of the awarded Contractor to implement a system to log and report this data to the Client.

Given the aggressive construction schedule for the Project, it is imperative that the awarded Contractor and Subcontractors have a presence on site a minimum of five (5) days a week.

As mentioned, Building One and Building Two share utilities. The awarded Contractor may be required to perform weekend work when tying these systems together to ensure that Building One remains operational when required. It will be the responsibility of the awarded Contractor to coordinate and schedule these outages with IALR as not to negatively impact their programs and procedures.

Civil Topics

Erosion & Sediment Control will be reviewed by the City of Danville.

Stormwater credits will be purchased by the Owner (IALR) prior to beginning construction.

Contractor will be responsible for coordinating with AEP all work under the current power easement. AEP has approved the work being done for this project. No dirt shall be moved with 30 of the existing poles.

SWPPP has been completed and will be provided by the Designer to the winning General contractor.

Architectural Topics

Bid Alternates (Base bid will determine Lowest Bidder):

o Extents of Bid Alternate 1 (Partial Elevated Boardwalk) o Extents of Bid Alternate 2 (Submarine Sail and Fountain)

Restoration and reconstruction of Submarine Sail is Not in Contract.

Project Specifications Sections to be added in Addendum 1:

o Division 01 - General Conditions o 077600 - Roof Pavers and Pedestals o 108316 Banners o Kitchen Equipment (All equipment will be included in the base bid, unless noted otherwise)

Electrical Transformers:

o The City of Danville will be completing construction of a new power substation built behind Building One. The substation is expected to be completed June, 2024.

A/V Consultant to be brought on board at later date by owner. Finalized rough in drawings will be included in Addendum 2.

Architect to provide information on brick and mortar on existing campus buildings as part of

Addendum. We will use the same brick or an approved equal in both size and color on the new

ATDM Building as the red brick on the CMA Building. The brick was Lee Brick #608 Beaufort

Utility PLT3. Mortar to match brick color.

Architect to provide site egress plan for Building One while Building Two is under construction.

Construction fences will need to be provided accordingly.

Questions:

Question: Are the cast in place retaining walls adjacent to Bid Alternate 2 (Fountain) included in the Bid Alternate?

Answer: No, the retaining walls are included in the base bid.

Question: How will site access work?

Answer: Building One general contractor and awarded Building Two Contractor will need to coordinate site access and laydown areas. Generally, areas closest to Slayton Ave. will be most utilized. It is likely that the Building One general contractor will need to move their job-site trailer; this will need to be coordinated with the awarded Contractor.

Question: How will site access be effected once Building One is operational?

Answer: All traffic for Building One will travel through the CMAs drive to access dedicated parking beside and behind Building One. Traffic should and will not be allowed to travel through the site boundaries of Building Two. The awarded Contractor will need to provide temporary construction fencing around the bounds of the Building Two site to prohibit unwarranted access.

Question: Will trades arriving on site early in the morning be an issue for the operation of Building

One?

Answer: No, the sites will be separate, and there are no immediate concerns. Owner confirmed.

Question: Has switchgear arrived on site?

Answer: Yes, the switchgear for both Building One and Building Two has been delivered and is on site.
