About this file

This is a Request for Expressions of Interest and Qualifications document issued by the City of Appleton, Wisconsin, acting through the Department of Valley Transit, to identify qualified private developers for a joint development project. The City seeks to construct a new transit center with 14 bus bays and multi-family residential housing above the facility at 100 E. Washington Street in downtown Appleton. The project replaces a 30-year-old transit center and includes ground-floor passenger waiting areas, secure bike storage, restrooms, ticketing office, Appleton Police Department substation, and utilities to support EV charging stations. The developer will construct five to seven stories of residential units above the transit facility, with the structure permitted to reach 200 feet in height under city zoning ordinances. The project is located in Census Tract 101, an Area of Persistent Poverty and Historically Disadvantaged Community. The Notice of RAISE Award was announced on June 28, 2024, with the RFP/Selection of Developer occurring October through December 2024. The project timeline indicates design and permitting from May 2025 through May 2026, with construction scheduled for July 2026 through July 2028, and project completion by September 30, 2028.

The City requests $25 million in 2024 RAISE (Rebuilding American Infrastructure with Sustainability and Equity) Program funds toward a total eligible project cost of $26.8 million. The joint development is designed to achieve climate, social, and economic goals while improving environmental justice and equitable accessibility within the community. Key project benefits include improved transit system efficiency and reliability, increased modal connectivity, downtown economic development stimulus, energy-efficient facility design, affordable transportation access, and housing diversity. The project is supported by Valley Transit's partnerships with nine municipalities and three counties, and has endorsements from community stakeholders including VPI, Inc., and Appleton Downtown Inc. The development includes a skyway connection to the adjacent Yellow Ramp municipal parking facility and the vacation of Oneida Street to create a pedestrian zone connecting the Transit Center to the Appleton Public Library. The primary contact is Ron McDonald, Valley Transit General Manager, at 920.832.5800 or Ronald.McDonald@appleton.org, with supporting information available through SRF Consulting.

Project Goals • Improve System Efficiency, Reliability, and Growth • Increase Modal Connectivity and Accessibility • Provide Downtown Economic Development Stimulus

PROPOSED IMPROVEMENTS

The Project will increase the bus capacity of the Transit Center and significantly enhance the rider experience, as well as provide the foundation for five to seven stories of residential units, which will be designed and constructed by a developer as part of the Joint Development project.

The current Transit Center serves as a central hub for fixed-route transit service in the Fox Cities, including Amtrak Thruway Connector service and three additional intercity bus services that provide daily service to Wausau, Milwaukee and Chicago. Valley Transit partners with nine municipalities, three counties and many other entities to provide diverse transportation services across the Fox Valley. The level of transit service and number of riders served by the Transit Center has increased significantly since the facility was constructed.

Transportation is, and always has been, one of the core challenges for those we serve, and Valley Transit has always been there for us as a key partner. We believe their vision of improving connectivity to a diverse population through this project is spot on, and will have a significant impact on the community as a whole.

The Project is designed to support Joint Development with housing developed above the transit facility. The ground floor will house a residential lobby to be designed by a developer with elevator and stairwell access to upper-floor residential development. The Project will add a skyway connection between the residential development and the Yellow Ramp, which is a seven-story municipal parking ramp adjacent to the existing facility that will provide convenient parking for residents and park-and-ride transit users. The Project will also vacate Oneida Street between the Transit Center and the Appleton Public Library located next door to serve as a pedestrian zone connecting the two facilities.

This project has been designed and engineered to achieve our climate, social, and economic goals along with improving environmental justice within our community.

- Sustainability and Resiliency Manager

We support this Project as an essential service improvement that supports equitable accessibility and housing.
