About this file
This is a Request for Information (RFI) seeking potential sources to repair three aircraft systems: the APX-114/APX-119 Identification of Friend or Foe (IFF) Systems, the Miniaturized Airborne Global Positioning Receiver 2000 (MAGR 2K)/MAGR 2K-M, and the F-15E LANTIRN Navigation POD. The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify contractors with repair data, expertise, capabilities and experience to meet qualification requirements.
The systems are currently repaired by Raytheon under contract SPRBL1-15-D-0017. The RFI includes detailed NSN/part number listings for various components and outlines modification paths for radar transponders with obsolete parts. Responses must be received within 30 days of the RFI posting to SAM.gov. The capability survey requires detailed information about business classification, facility capabilities, repair experience, security clearances, configuration management processes, testing procedures, and continuity of operations. The government notes it does not own the technical data for organic repair/modification except for MAGR2K "Production Build" mount drawings, and that participation in the market research does not guarantee future contract opportunities. No security clearance requirements or foreign participation limitations have been determined yet.

There are modifications that may have to be performed to overcome obsolescence across the three referenced systems. Specifically, within the APX-119 system for several Radar
Transponders, if a transponder arrives at the facility and it is found to have failed parts that are obsolete, the transponder will need to be modified in addition to repair; this modification would result in the transponder being modified to a new NSN/PN combination. The following table outlines the various “modification paths” that a transponder might take:

In addition, engineering support services may be required but not limited to:
• Analysis and troubleshooting of existing systems and equipment
• Development of technical specifications and documentation
• Provision of technical support and consultation services
• Performance of testing and validation services
• Refreshing hardware obsolesces, including software flash updates to ensure compatibility and optimal performance of existing systems
The APX-114 / APX-119, MAGR 2K / MAGR 2K-M and the LANTIRN are currently repaired by Raytheon (1LZU1) under contract SPRBL1-15-D-0017. The primary RMC/RMSC code for all three system are R3/R, R4/R and R5/R.
The technical data required to organically repair/modify or compete the repairs/modifications is not owned by the Government, and it is uneconomical to acquire the data by purchase or to reverse engineer the item. However, the government does possess the MAGR2K “Production
Build” mount drawings and specifications. No samples are available for potential suppliers to evaluate.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Raytheon is the known sole source contractor for repair of these items. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
The APX-114 and APX-119 IFF Systems, located in the aircraft's avionics bay, provide the interface between the aircraft's identification system and air traffic control, as well as friendly forces. This allows the aircraft to be identified as a friendly force and provides the aircrew with situational awareness of surrounding aircraft. The APX-114 and APX-119 systems advise the aircrew of the aircraft's identification status, mode of operation, and any error messages that may exist, and are used to initiate system tests or respond to interrogation requests using the system's controls. It enables the aircraft to transmit its identification and altitude information to friendly forces and receive replies from other aircraft equipped with compatible IFF systems, providing a means of identifying friendly aircraft and distinguishing them from unknown or enemy forces.
The Miniaturized Airborne Global Positioning Receiver (GPS) 2000 (MAGR 2K) and MAGR
2K Modernization (MAGR 2K-M) system, located in the aircraft's avionics bay, provides the interface between the GPS system and the aircraft's navigation systems. This allows the aircrew to view precise location, velocity, and time information, along with status messages alerting the aircrew to any GPS signal errors or losses that may exist. The system also provides a range of outputs, including GPS position, velocity, and time information, as well as navigation data such as altitude, heading, and course, which are used to update the aircraft's navigation systems and provide accurate and reliable navigation information to the aircrew.
The F-15E LANTIRN Navigation POD, located on the left side of the fuselage, provides the interface between the navigation system and the aircrew. This allows the aircrew to view navigation data, along with status messages alerting the aircrew to any navigation errors or losses that may exist. It also allows the aircrew to initiate system tests or respond to message prompts using the system's controls. The LANTIRN Navigation POD advises the aircrew of navigation system status, providing accurate position, velocity, and altitude information, and is used to perform system Built-in-Test (BIT) and diagnostics. It also enables the aircraft to initiate specific navigation data acquisition during flight, providing the aircrew with accurate and reliable navigation information.
FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997) applies to this request for proposal:
(a) The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as provided in subsection 31.205-18 Bid and
