5 Question The New Botetourt Courthouse Project is not a State project and using modified State form for a non-Sate project is less than ideal. A simple A.I.A.

101-2017 - Stipulated Sum would work much better for this project. In lieu of using that, we request an additions/deletions report for the modified DGS-30-054 CO-7 State Form included in Volume 1 of the Contract Documents.

Answer The County is willing to discuss non-substantive changes to the contract with the successful bidder. However, the County cannot and will not agree to any amendments that would materially change the risk allocation between the owner and the contractor.

6 Question We have been told that the retaining wall, underground utilities and perhaps other items were not constructed in the correct locations during Phase 1. In the pre-bid meeting it was communicated that Botetourt is fine where they are. Since all questions are required to be submitted in writing, just wanted to verify that statement that Botetourt is fine with the current locations of the retaining wall, underground utilities and anything else that is not observable by visiting the site.

Answer Based on the H&P survey that BoCo commissioned, the retaining wall is in the correct location. The duct bank is either in the correct location or a location that BoCo deems acceptable. The power along Back Street is http://www.architecturalpartners.com/ https://us-west-2.protection.sophos.com/?d=bonfirehub.com&u=aHR0cHM6Ly9ib3RldG91cnR2YS5ib25maXJlaHViLmNvbS9wb3J0YWwvP3RhYj1vcGVuT3Bwb3J0dW5pdGllcw==&p=m&i=NjRlMzdiYzQ1MTljYTM3MzA1ZGZkNjU2&t=NEg0RzErYkswSG8rQmZWMWdrMGZseFVvU0xLVHVuZUhqRkJvQ09QNkk1Zz0=&h=2902cfcdb3694805900d6b8957908450&s=AVNPUEhUT0NFTkNSWVBUSVaVSotLbLV6sK8No_IS76QRWtBKq5wJ47C4AO7lY2soXw mailto:purchasing@botetourtva.gov not. Please see section 00 7200 General Conditions of the Construction Contract for further clarification.

7 Question Do we know if the footings extend toward S Roanoke Street and if so how much?

Answer Assume, based on typical construction, that the footings extend under the sidewalk of Roanoke Street. This will have to be verified in the field. Record as-builts and drawings are not available see question #17 under ‘Questions/Answers and Clarifications’ of this Addendum.

8 Question Just wanted to confirm that there are no restrictions in selecting a concrete supplier?

Answer No restrictions. See prior clarification under ‘Pre-Bid Agenda (as Revised)’ Item #15 as released in Addendum #1 on October 30, 2024.

Answer Microsoft Project is acceptable

10 Question The Project will be uploaded into the Procore, a Construction Management software. The Project will be managed utilizing this software. RFI’s, Submittals and Meeting Minutes will be the format used within the app in lieu of the State forms. Is this acceptable?

Answer Procore is acceptable

11 Question Monthly Payment Applications will be submitted using the A.I.A. G702 – 1992 Application and Certificate for Payment and A.I.A. G703 – 1992 – Continuation Sheet for G702 (Schedule of Values) in lieu of the State forms.

Is this acceptable?

Answer AIA G702-1992, G703-1992-Continuation Sheet for G702 is acceptable upon request with the low bidder

12 Question Change Orders will be submitted using A.I.A. G701-2017 – Change Order and the State GC-1 will be provided as back-up. I this acceptable?

Answer A.I.A. G701-2017 – Change Order and the State GC-1 is acceptable upon request with the low bidder.

13 Question Can you provide who the Project Manager and Project Inspector are for the Project as defined in 00 7200?

Answer PM – Rich Evans

Project Inspectors: Tim Burge, Sonny Miller

14 Question Refer to h. above under Damages for Delays: Extension of Time requested Contract change above. At the pre-bid meeting it was discussed for the Owner to carry an Allowance to cover any cost that may come from this provision. Is this being done and what is the allowance amount?

Answer The County is willing to discuss non-substantive changes to the contract with the successful bidder. However, the County cannot and will not agree to any amendments that would materially change the risk allocation between the owner and the contractor.

15 Question We request that an allowance for material cost increases be included in the project like the one use previously use by Botetourt.

Answer Please see attached revised section ’01 2100 Allowances’. See ‘Additions to the Specifications’ AS3.3.

Answer It is the onus of the contractor to ensure that the VFDs are provided, installed, and coordinated between all parties that may be associated with this scope of work ensuring accordance with the requirements set forth in the bid documents.

19 Question Please clarify which jury seating is required. A13.2 notes it be a “CH-8B” type seat, but Specification 12 6100 Fixed Jury Seating appears to call out a different seat.

Answer Jury seat should be the CH-8B specification provided in the furniture package. See ‘Addendum to the Specifications’ AS3.15.

20 Question Is Part E to be included in the TOTAL BASE BID AMOUNT? It is currently not stated as such.

Answer ‘Part E’ is to be included in the ‘Total Base Bid Amount’. Please see the revised section ‘00 4100 Bid Form’ attached listed as AS3.2 under ‘Addendum to the Specifications’ of this Addendum #3.

21 Question Please clarify if the cost of the mobile storage shelving (105623) is to be included in the bid. A13.1 indicates that this area in which these are located is “not part of the contract”

Answer The cost of the mobile storage shelving (10 5623) is to be included in the bid.

The Owner’s historical file reinstallation is also to be included in the bid. See ‘Addendum to the Drawings’ AD3.27 included in this Addendum #3. A13.1 has been updated to reflect this and A13.3 has been added to illustrate the historical files as indicated on A13.1.

22 Question Can Advanced Axis AX Panels be added as an acceptable manufacturer for fire alarm control units in Specification 2.02? We have successfully installed Advanced units in various County facilities, including the Greenfield Administration Building, and the County has been satisfied with their performance, ease of maintenance, and overall functionality. For further details, please contact Steve Richards, Supervisor of Maintenance, at 540- 969-7282 or via email at srichards@botetourtva.gov, or reach out to Rich Evans at 540-676-0151 or revans@botetourtva.gov.

Answer The products proposed are approved on the understanding that the suggested alternative products meet or exceed the level of quality and have the same installation and performance requirements of the specified products without the need for design or coordination modifications. Any design costs will be back charged to the contractor.

23 Question Could you confirm whether the design intends for voice evacuation to be included as part of the fire alarm system? While the specifications include Section 28 4700 for mass notification, plan page ALSO.1 does not indicate a requirement for a mass notification system or a voice evacuation fire alarm system for the building. Additionally, the symbol legend on page E00.1 does not specify whether to install speakers or standard audible devices for the fire alarm system.

Answer Provide Mass Notification, integrated with Fire Alarm system. Fire alarm horn devices to also act as Mass Notification speakers. Legend sheet has been updated to show dual-use devices. See item AD3.31 under ‘Addendum to the Drawings’.

24 Question The specification does not list acceptable manufacturers. The County currently utilizes various access control manufacturers, particularly Paxton and Vanderbilt. After discussions with County personnel, we understand the County intends to integrate this system with the existing Sheriff's Office system, which uses Vanderbilt. We wanted to confirm this information with you. If you have questions or need further clarification, please contact me, Seth Jamison, at 540-263-0506 or by email at Seth@jamisonelectricinc.com.

Answer See ‘Addendum to the Specifications’ AS3.17 of this Addendum #3.

25 Question In phase 1, Jamison Electric purchased 4 poles and 4 heads for the site lighting portion of the project . We turned the 4 poles and heads into the county to be installed during phase 2 of the project. The new fixture schedule does not match the fixtures we purchased. Please verify if we need to match the 4 poles and heads that the county has in storage, or do we need to purchase the fixtures that are on the new fixture schedule? See page 2 for the approved fixtures that Jamison Electric purchased for phase 1.

Answer The county has five poles and light fixtures in storage. The contractor is to use the poles only and purchase and install the fixtures required on drawings. Drawings have been revised to identify which poles are owner-furnished, contractor-installed.

26 Question Please provide the fixture type/info for the two fixtures marked as WP and shown connected to circuit PB-24.

Answer These are not light fixtures, but ground-mounted receptacles, per symbol on legend sheet E00.1. Use Legrand/Wiremold Outdoor Ground box as basis-of-design

27 Question Could the following boilers be included in the approved equals list: Raypak, Riello?

Answer The products proposed are approved on the understanding that the suggested alternative products meet or exceed the level of quality and have the same installation and performance requirements of the specified products without the need for design or coordination modifications. Any design costs will be back charged to the contractor.

28 Question There is no specification for water heaters. Could the following water heater be included as approved equal to the scheduled water heater on P0.02:

Bock?

Answer The products proposed are approved on the understanding that the suggested alternative products meet or exceed the level of quality and have the same installation and performance requirements of the specified products without the need for design or coordination modifications. Any design costs will be back charged to the contractor.

29 Question Could the following pump manufacturer be included in the approved equals list: Weinman?

Any design costs will be back charged to the contractor.

30 Question Please provide the fixture type/info for the fixture located in the elevator shaft.

Answer Drawings have been revised to show the type of these fixtures. See Item AD3.33 under ‘Addendum to the Drawings’

31 Question We need clarification on exactly what is required to complete this repair. It is my understanding that the wall is currently backfilled from footer to within approx. 2’ from the surface with #57 stone.

Are we expected to remove all backfill from the entire wall?

Answer Yes.

32 Question Are we placing and compacting dirt up to the new weep hole elevations, installing draintile and only using 1’ of #57 wrapped in geotextile behind the wall the rest of the way up?

Answer Yes, only 1 ft wrapped in geotextile is required but should be considered minimum and is acceptable to be wider as long as it is all wrapped in the geotextile.

33 Question From the pictures in the F&R reports when this backfill was being installed it appears some of the area may not be sloped back for safety per “OSHA 29 CFR part 1926 Subpart P”. If there is additional rock excavation required to meet safety requirements will we be paid per contract unit prices for that work?

Answer Additional rock excavation as agreed necessary and acceptable by the Owner will be calculated using ‘Unit Price 2’ and compensated from the lump sum allowance included in ‘Part D’ of ‘00 4100 Bid Form’. Any portion of ‘Part D’ not utilized will be removed from the construction contract total by change order at the end of the project. Rock removal will need to be quantified and verified by the Owner’s third-party inspector.

Specification 260536 is not in the provided contract documents. Please advise

Answer Cable tray information is actually provided in specification 271100.

36 Question Mechanical equipment SS-HP-1 & SS-HP-2 are shown to be fed from panel "P2A" circuits P2A-2,4 & P2A 6,8. These circuits are not shown on panel schedule for "P2A" and "P2A" panel schedule is numbered incorrectly.

Please advise.
