About this file

This document is an Addendum to the original Contract Documents for the College of Coastal Georgia's CCGA-2412 Central Energy Plant Switchgear Replacement project. The project involves replacing the existing 3000A switchgear at the Central Energy Plant, including installing a new stainless steel frame, Square D I-Line Busway, and temporarily back-feeding existing panels and motor control centers. The work is to be completed during nights and/or weekends, with a 48-hour notice required for any outages. The period of performance will be adjusted as needed to accommodate equipment lead times. The scope does not include replacing light fixtures in offices and restrooms, but does require eight of the new LED strip fixtures to have emergency battery packs.

Regarding pricing, the existing grounding electrode conductor is not to be reused, and a new grounding triad using three 10-foot copper clad ground rods is required. The project is being managed by the College of Coastal Georgia, and is located in Glynn County and Brunswick City, Georgia. No pre-qualifications are required for this project.

College of Coastal Georgia CCGA-2412 Central Energy Plant Switchgear Replacement

NBP #23083

ADDENDUM NO. 1

A1 - 1

This Addendum information shall be incorporated into the original Contract Documents dated

February 23, 2024.

Responses to Pre-Bid Questions:

Question #1 - Verify notes 7 and 8 on Sheet E01 are correctly placed.

NBP Response - Note 7 should be adjacent to MSG on the plan. Note 8 should be placed where Note 7 is currently shown on the plan.

Question #2 - There is an existing panelboard already named Panel HCEP. Note 9 indicates that the new panel should be named HCEP.

NBP Response - The new panelboard shall be named Panel HCEP2.

Question #3 - Does the new electrical switchboard need to sit on a frame to allow any water to drain under the gear into the existing trench drain?

NBP Response - Provide a new stainless steel frame under the gear rated for the weight of the gear plus conductors/conduits. The new frame should raise gear 4 inches above finished floor and have an open front to allow any water to drain underneath.

Question #4 - The bid form references Pre-qualifications. Are Pre-qualifications required for this project?

NBP Response - This project does NOT require Pre-qualifications to be submitted.

Question #5 - Specification 01 1000-2 HVAC (b) “The building’s HVAC system cooling shall remain in service throughout the entire construction period; unless otherwise noted.” Does this mean temporary cooling/heating needs to be figured in for this project or will we be allowed a set shut-down period that this will not have to be provided?

NBP Response - No temporary heating or cooling is required.

Question #6 – There are multiple references to the project being completed after hours and weekends. Given the size of the main part of this project can we foresee a possible week to have this system shutdown for replacement?

NBP Response – Nights and/or weekend work is acceptable and may be preferred but is not mandatory. All outages must be coordinated with CCG with minimum 48 hrs notice.

Question #7 – Who is the electrical utility service provider that will need to be worked with for scheduling the transformer de-energizing and re-energizing?

NBP Response – CCG is the utility service provider. That will de-energize and re-energize the transformer.

Question #8 – Will project fencing be required if the outside work is completed during non-school hour/days?

NBP Response – Use space within existing CEP fence.

ADDENDUM NO. 1

A1 - 2

Question #9 – The current period of performance is listed at 270 days. Given the current state of lead times on equipment of this size, will there be leniency in this period of performance with the proper documentation from the manufacturer showing the conflict with current lead times?

NBP Response – Yes, number of days will be adjusted as necessary.

Question #10 – Specification for the new bus duct?

NBP Response – The new bus duct shall be Square D I-Line Busway, 3000 AMP, Aluminum. Provide 100kA Feeder / 125kA Plug-in RMS Symmetrical Short Circuit Rating.

The outside portion of the bus duct shall be outdoor rated. Bus shall be service entrance rated. Equals by Eaton, Siemens, ABB also acceptable.

Question #11 – Does the scope of work include replacement of the light fixtures in the offices and restrooms?

NBP Response – No, scope includes only replacement of existing pendant mounted lights in the open to structure portions of the plant.

Question #12 – Does the scope of work include back-feeding any existing gear currently served from the 3000 amp gear being removed?

NBP Response – Yes, existing 400 amp Panel HCEP located on the north wall adjacent to Chiller #3 shall be temporarily back-fed from Square D switchboard SB. There is already a 400A/3P spare breaker in this switchboard. Utilize tray cable for temporary feed. Assume 150 feet of tray cable. Also, existing motor control center MCC-2 located adjacent to the existing 3000 amp gear to be removed will need to be temporarily back-fed from Switchboard SB as well. There is already a 225A/3P spare breaker in this switchboard.

Utilize tray cable for temporary feet. Assume 50 feet of try cable.

Question #13 – Do any of the new light fixtures need to have integral emergency battery packs?

NBP Response – Yes, provide emergency battery packs in eight (8) of the new LED strip fixtures.

Question #14 – Is the existing grounding electrode conductor to be reused for new 3000 amp gear?

NBP Response – Provide a new grounding triad using three 10 ft copper clad ground rods spaced minimum 10 feet apart and connected with #4/0 AWG copper. Provide CADWELD connections. Also bond to building steel, water lines, and gas lines.
