1.0 PURPOSE

The Atlanta Independent School System (hereinafter, “Atlanta Public Schools” or “APS”) invites qualified contractors to submit proposals to provide disposal of surplus and obsolete equipment services. The intent is to award multiple contractors. The initial term will be one (1) year with four (4) one-year renewal options at the discretion of APS.

2.0 BACKGROUND

Founded in 1872, Atlanta Public Schools is the seventh-largest school district in Georgia. As an education leader in the Atlanta area, APS delivers quality service and support to our students and community. APS has 87 learning sites, with approximately 48,702 students and approximately 6,330 employees.

Currently, all items are gathered in a central location (IT Service Center Warehouse D) and inventoried by APS personnel, unless otherwise noted. Pickup locations include school sites and are based on equipment size and ease of removal. The contractor is notified when pallets/equipment are ready to be released. The contractor works with APS personnel to schedule a time to pick up. The contractor brings its own resources to retrieve the equipment with some forklift assistance from APS personnel. All boxes and pallets used to hold and store equipment are returned to the IT Service Center Warehouse D within 5 Business Days. The contractor signs off on the received equipment and payment is arranged for the items made payable to APS.

3.0 SCOPE OF WORK

Contractors shall provide quotes to bid on a collection of APS equipment as it is prepared to be released. The pool of contractors will be required to submit quotes for departmental review to select the quote that is most advantageous to provide the requested services. The contractor must manage the transportation, sale, and retrieval of APS surplus and obsolete assets.

An authorized APS representative will contact all awarded contractors to provide quotes for services as needed. The IT department will send via e-mail an attached inventory sheet with the asset serial numbers and the make and model information. Contractors will have a five (5) business day turn-around on all quote requests. Contractors will make an offer on all pre-identified assets that are determined to be ready for release with a Quote via e-mail.

Contractors must bid on all items from the inventory sheet. Quotes must include all labor, overhead tools, equipment used, profit, and any taxes that may be levied.

All property is sold “as is.” APS makes no warranty, guarantee, or representation of any kind, expressed or implied, as to the merchantability, workmanship, or fitness for any purpose of the property offered for sale. The buyer is not entitled to any payment for loss of profit or any other damages, special, direct, indirect, or consequential. No refunds or exchanges.

3.1 Contractors must be National Association of Information Destruction (NAID) Certified and are responsible for the destruction and/or removal of all content on all hard drives and salvageable media devices.

3.2 Disposal of Technology Equipment and Audio-Visual Equipment

3.2.1 Contractors must remove all APS markings before resale.

3.2.2 Contractors must ensure that all APS equipment is inspected before resale. Any extraneous or extra equipment that may be enclosed, attached, or otherwise not generally considered a part of the asset, must be removed and returned to APS.

3.2.3 All sanitation of hard drives and equipment disposal must be done off-site.

3.2.4 Contractors must provide a single point of contact for handling any requests and questions that are generated from the day-to-day activities associated with this engagement.

3.3 Records and Reporting

3.3.1 Contractors shall maintain records and follow the APS records retention policy.

Except as otherwise authorized, such records shall be maintained for a period of three (3) years from the date of pick up.

3.3.2 Contractor assistance may be requested during internal and/or external audits.

3.3.3 Contractors shall provide APS with ad hoc reporting in Excel format. Such requests may also include the destruction and/or removal of content on hard drives and inventory reporting.

3.3.4 If Contractor services are terminated, Contractors must promptly deliver all data and reports as requested.

3.4 Payments

3.4.1 Contractors must make money orders or cashier’s checks payable to: Atlanta

Public Schools.

3.4.2 Payment due to APS must accompany the inventory listing of items to be picked up with a money order or cashier’s check payable to Atlanta Public Schools.

3.4.3 Payment shall be accompanied by a detailed list of all items sold, the sold price, the school or location that the equipment was picked up from, and the Contractor’s Name, Phone Number, and E-mail Address.

3.4.4 Contractors shall record the date of payment to Atlanta Public Schools.

3.5 Property Hours for Removal
