About this file
This document is an Amendment to the Request for Qualifications and Quotations (RFQQ) No. 2023HCA27 issued by the Washington State Health Care Authority (HCA) for Dental Authorization Review Services. The RFQQ seeks bids from Washington State licensed dentists to conduct dental authorization adjudications for the Apple Health fee-for-service dental program, provide expert testimony at hearings and meetings, and assist HCA as a subject matter expert as requested. The contract will be awarded to the Apparent Successful Bidder and is for an unspecified term.
The amendment responds to bidder questions regarding the Letter of Intent requirements, oral evaluation significance, scope of work details, legal protections for dental consultants, subcontractor invoicing, contract termination, equipment and software support, performance measure details, security requirements, and other contractual terms. Specific details are provided on prior authorization volumes, clearance clarification limitations, and IT support available from HCA. Bidders may propose exceptions to the draft contract, which HCA will review and accept or reject at its discretion.

9 Exhibit B, Attachment 3 For the last 5 years, what has been the average number of PAs completed per hour?
Please see attached. Hours used in analysis are from invoices submitted by the consultant. Data regarding prior authorization (PA) requests completed is from the agency's Prior Authorization dashboard. PA data only goes back to January 2021 to present date. The data analyzed the most productive consultant (not contract).

Will extraordinary questions (technical dental questions) also be considered DC Clarifies?
No, if the information is too technical with clinical jargon, then it would not be considered a DC clarify. Again, this is more for instances where information is missing or incorrect.
