About this file
The document is Table 2 from the Special Waste Disposal/Contaminated Soil Reuse Program for the Manchester Landfill in Manchester, Connecticut, revised in February 2023. The table outlines the required sampling frequency for various analytical parameters of contaminated soils intended for reuse as landfill cover material. The sampling requirements specify different sample types (composite or discrete) and minimum sampling frequencies ranging from one sample per 100 cubic yards for Extractable Total Petroleum Hydrocarbons (ETPH) to one sample per 2,000 cubic yards for Sieve Tests for Tier I soils.
The sampling protocol is designed to ensure that contaminated soils meet specific testing and contaminant level criteria before being approved for use as daily/weekly or intermediate cover material at the landfill. The document provides detailed guidelines for sampling different chemical and physical parameters, including Volatile Organic Compounds (VOCs), Semi-Volatile Organic Compounds, various TCLP (Toxicity Characteristic Leaching Procedure) metals, Polychlorinated Biphenyls (PCBs), pH, ignitability, reactivity, and paint filter tests. The notes clarify that samples must be representative of the materials to be delivered, with composite samples defined as a homogeneous mixture of at least three discrete samples, and discrete samples collected from a single point.

Notes:
(1) Samples collected must be representative of the materials to be delivered to the Manchester Landfill.
(2) Discrete samples are defined as single samples, collected from a single point.
(3) Composite samples are defined as a homogenous mixture from at least three discrete samples.
(4) For the purposes of testing frequencies, one cubic yard of soil will be considered to have a weight of one and a half tons.
(5) Sieve tests must be performed for all materials that may be utilized for intermediate cover material.
