About this file

The document is a detailed Table 1 from the Special Waste Disposal/Contaminated Soil Reuse Program for the Manchester Landfill in Manchester, Connecticut. The table outlines comprehensive waste characterization parameters and acceptance limits for various types of contaminated soils, including those contaminated with gasoline, diesel fuel, waste oil, and other petroleum fluids. It specifies required analytical tests, test methods, and strict acceptance limits for contaminants such as total petroleum hydrocarbons, volatile and semi-volatile organic compounds, metals, PCBs, reactivity, pH, and ignitability.

The document provides extremely precise technical specifications for soil acceptance, including requirements that laboratory analyses must be performed by a Connecticut Department of Public Health certified laboratory, using EPA-approved test methods. Key restrictions include no particles greater than 3 inches in diameter, specific limits on contaminant concentrations (such as less than 50,000 ppm of petroleum hydrocarbons), and a town-specific requirement that no soils containing PCBs will be accepted for reuse as landfill cover material or for disposal. The table also notes that all laboratory data submitted must be less than one year old, and the Town of Manchester reserves the right to conduct confirmatory sampling on incoming loads, with non-compliant loads subject to rejection and removal at the applicant's expense.

Extra Tests for Soils to be Utilized for Sieve Test (6) ASTM D-2487 No particles > 3" diameter, 12 - 50% passing #200 Sieve

Tier I Intermediate Cover

(1) - All laboratory analyses must be performed by a laboratory certified by the State of Connecticut Department of Public Health.

All analyses must be performed in accordance with EPA's Test Methods for Evaluating Solid Wastes: Physical/Chemical Methods, SW-846, as revised or DEEP-approved equivalent.

(2) - Industrial/Commercial DEC = Direct Exposure Criteria, and GA PMC = Pollutant Mobility Criteria for GA Areas from CT Remediation Standard Regulations (RSRs).

If no DEC or PMC are published in the appendices of the RSRs, then the list of additional polluting substances (APS) shall also be consulted.

(3) - Lead and RCRA 8 metals laboratory analyses for waste characterization must be performed by the TCLP method. SPLP in lieu of TCLP is not acceptable.

(4) - If original concentration of PCB oil greater than 50 ppm or any test results are greater than 25 ppm, then the special waste will not be accepted at the landfill.

Town - Specific Requirement: No soils containing PCBs will be accepted for reuse as landfill cover material or for disposal.

(5) - Required to test for and provide laboratory analyses for any other potential contaminants known or suspected to be present based on generator's or owner's knowledge of site history and potential contaminants.

(6) - Sieve tests shall be performed by geotechnical laboratory for any soils wishing to be classified as Tier I intermediate cover material.

(7) - All laboratory data submitted for approval under this program must be less than one year old.

(8) - ppm = parts per million.

(9) - No particles greater than 3-inches in diameter will be accepted as Tier I or Tier II soils for reuse.

(10) - Town - Specific Requirement: The Town of Manchester reserves the right to conduct confirmatory sampling on any incoming loads for compliance with their acceptance criteria.

Non-compliant loads may be rejected and require removal at the applicant's expense.

(11) - Laboratory analyses shall utilize detection / reporting limits less than or equal to the lower of the applicable Industrial/Commercial DEC and the GB PMC.
