About this file

This document is a Questions and Answers Amendments file for Request for Proposal 2023-UWMSN-00297, issued by the University of Wisconsin-Madison for the procurement of an Automated Vehicle for Research platform. The solicitation seeks to acquire autonomous vehicles equipped with SAE Level 3 capabilities, defined as conditional automated driving requiring driver monitoring, with specific functionality in mixed-traffic operations. The vehicles must serve as stable research platforms for engineers conducting autonomous vehicle development and feature accessible, stable, and open connections conducive to research and development endeavors. Bidders are required to submit proposals through the online ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin, with technical inquiries directed to Mike Marean at mike.marean@wisc.edu.

Bidders must provide vehicles that are fully functional as SAE Level 3 autonomous platforms rather than R&D packages limited to specific features such as path following or highway ACC modules alone. The vehicles must incorporate robust data transfer architecture including the Robot Operating System (ROS), support precise data collection capabilities, enable seamless deployment of custom algorithms, and accommodate integration of additional hardware components. While the autonomous capabilities need not be out-of-the-box or commercially ready, the platform must demonstrate potential for further development and provide comprehensive research functionality rather than limited feature sets. The procurement emphasizes the importance of vehicles serving as versatile platforms supporting comprehensive research initiatives rather than single-purpose autonomous systems.

2023-UWMSN-00297-RFP Quesons and Answers:

Queson 1: What is the minimum expectaon of autonomous capabilies for the vehicle? Some porons of the RFP menon SAE levels and others menon complex mixed-traffic operaons.

Will these vehicles be ulized by engineers further developing autonomous capabilies or is it expected that capabilies are out-of-the-box/nearly commercial-ready? Is it acceptable to submit a bid that contains only R&D autonomous packages for specific features (i.e. path following or highway ACC modules)

Answer:

1. What is the minimum expectaon of autonomous capabilies for the vehicle? Some porons of the RFP menon SAE levels and others menon complex mixed-traffic operaons.

- In the RFP, both SAE levels and complex mixed-traffic operaons are referenced, but they should not be viewed as contradictory. Specifically, the minimum expectaon for the vehicle's autonomous capabilies is set at SAE level 3. This level denotes condional automated driving that requires driver monitoring. Within this context, mixed-traffic operaon is envisaged as a parcular scenario for these vehicles.

2. Will these vehicles be ulized by engineers further developing autonomous capabilies or is it expected that capabilies are out-of-the-box/nearly commercial-ready?

- It is not necessary to require that capabilies are out-of-the-box/nearly commercial-ready. However, the autonomous vehicle is intended for use by engineers and should serve as a stable plaorm. It is essenal that the vehicles feature accessible, stable, and open connecons conducive to research and development endeavors. These include precise data collecon, seamless deployment of custom algorithms, and availability for integrang addional hardware. Moreover, the vehicles should be ouited with a robust data transfer architecture: ROS (Robot Operang System).

3. Is it acceptable to submit a bid that contains only R&D autonomous packages for specific features (i.e. path following or highway ACC modules)

- No. It is NOT acceptable if the bid contains only R&D autonomous packages for specific features. The bid must fulfill the other criteria spulated in the RFP and demonstrate potenal for further development. We are seeking a versale plaorm that supports comprehensive research, rather than one limited to specific features.

The vehicle should be fully funconal as SAE Level 3.
