About this file

This is Amendment #2 to RFP 2023-UWMSN-00225 issued by the University of Wisconsin-Madison for a Pasteurizer Hot Water Heating System. The amendment provides clarifications and answers to bidder questions regarding equipment specifications, installation requirements, and system functionality. Key specifications include stainless steel construction for equipment and conduit, steam-side insulation suitable for wash-down conditions, mechanical pumps that allow condensate to freely flow from heat exchangers, and control panels with VFDs housed internally. The system will operate at steam pressures of 60-80 psi with a regulator set to reduce pressure to 50 psi, and water temperatures will remain below boiling at a maximum of 207 degrees Fahrenheit. Installation work follows a typical Monday-Friday 7 a.m. to 4 p.m. schedule with scheduling flexibility available. The University will supply the steam line to the skid requiring approximately 10-15 feet of additional piping.

Equipment specifications mandate stainless steel shells and tubes for utility-grade applications without food-grade requirements, slip-fit weld feet without castors, and control panels with no exposed hinges and sloped tops for safety and functionality. Vendors may handle field wiring, programming, and commissioning or utilize CDR's subcontractor Ethos for control integration with the facility's Ignition software. The facility can provide hoisting equipment including a gantry and A-frame, or bidders may supply their own equipment. High-voltage wiring removal and welding may be performed on-site with appropriate floor protection. Questions regarding the procurement should be directed to Carla Parker at Carla.parker@wisc.edu, with bid submissions required through the ShopUW+ online portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin.

Amendment #2

QUESTIONS AND ANSWERS TO #2023-UWMSN-00225-RFP

Is all equipment, pumps, etc stainless steel?

Preferred. If not, specify which items are not.

What are we responsible for insulating?

The steam side. Specify anything that is insulated.

What is required for the legs?

No castors, just bald feet. Slip fit weld feet (concerns with micro issues).

Are there additional requirements for control Panels?

No exposed hinges. There should be a slope top.

What are the additional requirements for the Condensate return, pumps?

Mechanical pump should not stop the condensate from freely flowing from HX while it’s pumping. Should run onto floor and not stop system from running if the condensate pump fails.

What are additional requirements for conduit?

All should be smooth weld and stainless.

What are the existing wires?

CDR will likely have electrician remove the high voltage wirings not being used for the system. Contractors can provide this option as well.

What are the options for hoisting?

We have a gantry and A-frame that we can provide model. Can bring in your own as well.

Strongway Adjustable Gantry Crane, 2000-Lb. Capacity, 7.87–11.9ft. Lift | Northern Tool

What are additional requirements for the Shell and tube?

Needs to be stainless, but does not need to be food grade (utility).

What are additional requirements for controls?

Field wiring, programming and commissioning can be bid by the vendor and/or the option of hiring out a subcontractor used by CDR (Ethos; Joe Daigle jdaigle@ethosintegrate.com, John Fingerson jfingerson@ethosintegrate.com ) The CDR facility uses Ignition software.

What are the additional requirements for control panel?

Supply panel with enough IO inside for provided IO and VFDs.

Are drives needed for the pumps?

Yes, located in the control panel.

Do I need to separate low from high voltages?

Need proper safety access on the panel for the voltages inside (e.g., handles or isolations)

What is the work schedule for installation?

There is some flexibility. Mon-Fri 7-4 is a typical work schedule for CDR operations. How long will it be down, please specify?

What are additional requirements for the steam line?

University will bring steam line over to the skid. 10-15 ft of piping will be needed.

What are the steam pressure expectations?

Steam pressure is usually 60-80 psi. Provide regulator down to 50 psi, to reduce variability.

What are the expected Water temperatures?

Always below boiling. Up to max 207 degrees.

Is VFD setup needed?

State in the proposal if you’re setting up the VFDs.

Will we be able to weld in the room?

Yes (room/floor protection might be required or desired).

What are additional requirements for insulation?

Insulation should be suitable for wash down. Only on the steam lines up to valves.
