About this file

This is Addendum #1 to Request for Bid (RFB) 2023-25 issued by the City of Green Bay for playground equipment installation at Danz Park. The addendum addresses vendor questions regarding project specifications, timelines, and equipment requirements. The project involves the installation of new playground equipment, including new swing hangers, swing seats, chains, and hardware, with options for a gaga ball pit and specific equipment manufacturers such as Burke and Little Tikes. The RFB due date is August 22, 2023, by 2:00 p.m. (CT), with the City Council decision scheduled for September 19, 2023, at which point purchase orders will be issued. The desired delivery timeframe is spring 2024 or as soon as practicable following authorization. The City has clarified that installation of 3,000 square feet of poured-in-place rubber surfacing falls outside the contract scope and budget, with the vendor only providing location recommendations for that material.

The contract budget is set at $110,000 for playground equipment and related work, excluding the poured-in-place rubber installation. The City will take ownership of equipment upon delivery rather than upon installation completion. Proposals lacking a gaga ball pit or equipment similar to specified Burke pieces will not be disqualified but may receive reduced scoring. The City has indicated a preference for a concrete or asphalt barrier between poured-in-place rubber and wood fiber surfaces to prevent material contamination, though the vendor may propose tapering as an alternative if recommended. Additional considerations include potential relocation of a nearby power line if funding permits and the City's plan to paint existing swing set frames to match new equipment.

Rev. 03/02/2020-2023-25 Addendum (1).docx

Addendum #: 1

RFB#: 2023-25 Danz Park Playground Equipment

RFB Due Date: August 22, 2023, by 2:00 p.m. (CT)

The purpose of this Addendum is to clarify questions received from Vendors and notify Vendors of changes made to the specifications on this bid. Vendors must acknowledge receipt of any and all Addenda in the space provided in the bid documents. Failure to do so may result in rejection of the proposal. All requirements of the proposal documents remain unchanged except as cited herein.

Information contained in this Addendum will be included in any subsequent contractual agreement between the City and the successful bidder(s).

Questions & Answers, Clarifications, or Modifications Below.

Question 1: I do not see a desired delivery date. Would spring 2024, or as soon as we can get it there acceptable?

Answer: The decision will be finalized at the City Council meeting on September 19, 2023 and a

PO can be issued right after.

Question 2: Am I correct with the understanding that the 3,000 ft2 of Poured in Place rubber is outside of our $110,000 budget, and the City is just looking for location recommendations.

Answer: Correct, the City is only looking for a recommendation on where to install the pour in place. Installing it is not a part of this contract.

Question 3: I see that a buffer or a concrete sidewalk is suggested for between the PIP and the wood fiber. I have not gotten into the layout, and that might make sense. However, we typically bevel the edge of the PIP and tapper up the wood fiber. This will allow us to have PIP going to certain important items like the transfer station, end of accessible slides, and inclusive swing seats. If there is a concrete barrier it will need to be outside of all fall zones and it would unwantedly create separation between the inclusive items and the wood fiber areas. Would tapering be allowed?

Answer: It’s the City’s understanding that fine particles from the wood fiber can work their way into the pour in place system and compromise its performance. Therefore, we are looking for a concrete/asphalt barrier between the surfaces to help alleviate this concern. With this in mind, tapering will be considered if recommended by the vendor.

Question 4: Does the City plan on painting the existing swings? I am just curious for the renderings?

Answer: Yes, the City will paint the existing swing set frames to match the new playgrounds.

Rev. 03/02/2020-2023-25 Addendum (1).docx

Question 5: I see that a 120” slide is desired. Little Tikes only have tunnel slides in heights above 120”. Additionally, Little Tikes only allows for slides up to 84” for the age range of 2-5 year old. Is it acceptable to not have a 120” slide or use a tunnel slide and make this structure rated for 5-12 age range.

Answer: Yes, it is acceptable to not use a 120” slide. It’s acceptable to use a tunnel slide for the

120” slide and make the structure a 5-12 age range.

Question 6: Does the City need new swing hangers for the new swings, or are they just looking for new swing seats, chains and hardware to attach the chain to existing hangers.

Answer: The City needs new swing hangers for the new swings.

Question 7: Is the power line going to be staying? Or will it be relocated? Do you have a height on where that is?

Answer: There is a desire to bury the power line if funding allows. The height of the power line is unknown.

Question 8: On page 18 (PDF page 18) of the RFP, it states that the City of Green Bay will not take ownership of the equipment until satisfactory installation of all pieces of equipment. Does this pertain to this RFP since we are not doing the installation?

Typically, the customer takes ownership once the equipment is delivered, so I just need to know which you are needing it to be.

Answer: The City will take ownership of the equipment once it’s delivered.

Question 9: This RFP mentions PIP rubber. Is this going to be in a separate RFP?

Answer: Yes, the PIP will be a separate RFP.

Question 10: If we do not sell Gaga Ball Pits, will this disqualify our proposal? Or will it just take away points?

Answer: Your proposal will not be disqualified if you do not include a gaga ball pit, but it may affect the overall point value for the scoring.

Question 11: The RFP calls out 2 pieces of equipment by Burke, if we don’t have something similar to one of them, will this disqualify our proposal?

Answer: Your proposal will not be disqualified if you do not include a similar style of equipment.
