About this file

Key details include that the work involves repairs to chiller risers at the Federico Degetau Federal Office Building and U.S. Courthouse in Hato Rey, Puerto Rico. Questions were answered clarifying that joint ventures can bid, that past performance questionnaires may be submitted in lieu of CPARs, and that the temporary cooling tower must comply with Buy American Act requirements. The proposal due date was confirmed as unchanged. The amendment aims to provide additional project information to support contractor responses prior to the established deadline.

STANDARD FORM 30 (REV. 11/2016) BACK

(1) Accounting classification Net increase $

Amendment No. 1 for Federico Degetau Federal Office Building and US Courthouse Chiller Risers Repairs Construction in Hato Rey, Puerto Rico is hereby issued as follows:

1. Response to the following Request for Information (RFIs):

1.1. Q: Our representatives attended the site visit for the referenced solicitation and we would like to ask if for the temporary cooling tower and pumps that should be installed, tests and calibrations would be required.

A: The drawings require the installation of temporary cooling towers including the required piping, structural bases, and electrical for proper operation, but not the installation of pumps. As a final part of the phases of the work developed from the drawing PS-01 to PS-02 it says as follows:

At the basement and 7th floor, connect the new CW pipes as shown on drawing, start up, and test system.

1.2. Q: Clarify/confirm that Joint Ventures entities, registered in Sam.gov could also bid on this project.

A: Please refer to Solicitation, II.F. Requirements of Joint Venture Offerors.

1.3. Q: On page 11 of 30 of the Solicitation, the Government confirmed that Offerors may resubmit questionnaires previously submitted with other proposals. Please advise if we are also allowed to submit CPAR in lieu of a PPQ.

A: Please see Solicitation Section II.D.Technical proposal for complete information. We include here a portion of the section: The Offeror shall submit Past Performance Questionnaires (PPQs) included in the solicitation as (Attachment A4), completed by the applicable client, for each project included in its proposal for FACTOR 1: TECHNICAL QUALIFICATIONS AND EXPERIENCE ON SIMILAR PROJECTS. Completed PPQs should be submitted with the proposal.

1.4. Q: Are the existing condensed water pumps to be used with the rental cooling tower? The way it is shown on the drawings seems like they are.

A: The connection of the 12" Diam. CWS piping for the cooling tower is on the sheet. No. PS-01.

The connection is found before the existing condensed water pumps. The offeror must take into account that it will use the existing condensed pumps when providing the cooling towers so as not to excessively increase the pressure in the CWS piping.

1.5. Q: Upon review of the project scope of work, we believe that the most effective way to ventilate the chiller room and the pipe shaft is to open the roof at the top of the shaft and install a roof curb with an exhaust fan and then use that opening to remove the existing pipes and install the new ones. In that way, we would be able to minimize the welding work needed on the new risers. The normal schedule 40 pipes comes in 21-foot length, thus there is no way to install a pipe that large from the basement. After the job is completed, the roof curb would then be removed, the roof opening closed and the built-up roof repaired. Will the government please allow this option since it would be to the benefit of the project?

A: The ventilation requirements to protect the building and its areas from cutting and welding works emissions are stipulated in Sect. 017410 Construction Indoor Air Quality, Para 1.5

Construction IAQ Management Plan - Overview, Item A-9. Drawings Sheet no. 14 to 21 show a suggested sequence for doing this work. No penetrations or impact to the roof is expected for these works. Existing roofing system of the building cannot be impacted during construction, impairment of roofing warranty is not accepted. GC could submit alternatives to this project strategy for evaluation. All alternatives shall be submitted as part of a value engineering process that may be required by GSA.

1.6. Q: Paragraph II.A. Proposal Contents asks us to provide Proprietary Information Agreement(s).

Can you please provide these so we can include them with our proposal?

A: As stated in Section II.B. Proposal Format of the Solicitation, if your firm has proprietary information included in the proposal you shall submit a proprietary information agreement if required. Your firm creates the agreement, not the Government.

1.7. Q: Section II.A. Proposal Contents asks us to provide Proprietary Information Agreement(s).

Once provided, would iit be acceptable to include these at the end of our Price Proposal?

A: As stated in Section II.B. Proposal Format of the Solicitation, if your firm has proprietary information included in the proposal, you will need to identify it accordingly. Please refer to FAR3.104-4 Disclosure, protection, and marking of contractor bid or proposal information and source selection information.

"Individuals unsure if particular information is source selection information, as defined in 2.101, should consult with agency officials as necessary. Individuals responsible for preparing material that may be source selection information as described at paragraph (10) of the "source selection information" definition in 2.101 must mark the cover page and each page that the individual believes contains source selection information with the legend "Source Selection Information-See FAR 2.101 and 3.104." Although the information in paragraphs (1) through (9) of the definition in

2.101 is considered to be source selection information whether or not marked, all reasonable efforts must be made to mark such material with the same legend."

1.8. Q: Paragraph II.C.(1) states that the Price Proposal shall consist of the SF 1442 and the Agreement; however, the Agreement is not outlined under II.C(3). Can you please clarify whether or not we need to submit the Agreement (53 pages) with our SF 1442?

A: The Solicitation and the Agreement are two separate documents. Each of them with specific requirements.

The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.

1.9. Q: Please confirm if the temporary cooling tower can be fabricated and purchased in China, being at this moment the only supplier able to fabricate and deliver in the short period of time provided.

A: This is a Federal Government project that requires compliance with The Buy American Act (BAA). We will only accept project materials that are in compliance with BAA.

2. The proposal due date remains unchanged.

3. All other terms and conditions of the Solicitation remain unchanged.
