About this file

This is an Addendum 1 to the Request for Qualifications (RFQ) for the Jackson Armory Service Life Extension Project (ASLEP), issued by the Oregon Military Department. The project involves comprehensive design-build services for a major renovation of the Jackson Armory located in Portland, Multnomah County. Required services include project management, design, value engineering, testing, inspections, and commissioning, along with selective demolition, removal of regulated building materials, hazardous material abatement and disposal, material recycling, and renovation of existing facilities with additions of new structures and infrastructure. The original SOQ submission deadline was September 21, 2021 at 11:00 AM, with the procurement process structured to short-list 3 to 5 qualified proposers for advancement to a second RFP stage. Twelve firms submitted Statements of Qualifications, demonstrating substantial market interest in the opportunity.

The project is structured as a Guaranteed Maximum Price Design-Build Agreement with an estimated total budget between $3.5 to $4.3 million. The selected contractor must comply with Oregon's energy efficiency requirements and Oregon Department of Energy Green Energy Technology standards, with a goal to achieve the highest possible LEED certification for a Major Renovations project. Evaluation will emphasize the firm's qualifications, past performance, technical approach, and capability to manage the complex military facility renovation. No set-aside designations or incumbent vendors were identified in the procurement documentation. The contract funding is provided through state appropriations for the Oregon Military Department's capital improvement initiative.
