Foundation GEOINT Integrated Program Office Stardust Program

Request for Information (RFI)

21 November 2022

1.0DESCRIPTION OF ACQUISITION
1.1Background

The National Geospatial-Intelligence Agency (NGA) employs Integrated Program Offices (IPOs) to design, build, test, deploy, and sustain capabilities for systems supporting NGA’s mission and operations. The Foundation GEOINT IPO (IPF) is partnered with the Foundation GEOINT Group (NGA/SF) within NGA’s Source Operations and Management Directorate (Source). NGA/SF is responsible for providing foundational content and services associated with a variety of NGA’s mandated missions, including Safety of Navigation and military planning/operations support.

Within NGA/SF, the Office of Geomatics (NGA/SFN) is specifically tasked with developing and maintaining standards/capabilities/services for the following:

1.1.1WGS 84, which underpins most global Positioning, Navigation, and Timing (PNT). WGS 84 consists of a Terrestrial Reference Frame (TRF), Earth Gravitational Model (EGM), and World Magnetic Model (WMM)
1.1.2Digital Elevation Models (DEMs), point clouds, and other 2D, 2.5D, or 3D content types utilized in mission planning, space awareness, and targeting applications
1.1.3The Global Positioning Satellite (GPS) system and Global Navigational Satellite System (GNSS) data provisioning, analysis, and modeling such as Earth Orientation Parameters (EOP) and Precision Timing
1.1.4Precise Imagery including the Controlled Imagery Baseline (CIB), Digital Point Positioning Database (DPPDB), orthorectification, geopositioning services, and accuracy assessments
1.1.5Geodetic Surveys supporting the establishment and maintenance of ground control points along with their positional, gravimetric, and magnetic attributes
1.1.6Other geosciences including, but not limited to, coordinate/datum conversions and subsurface/tectonics modeling

Geomatics mission systems were historically purpose-built, and the IPF/Earth Modeling Project was established to assist in sustaining and/or modernizing legacy capabilities. Earth Modeling has ongoing efforts to refactor, (re)configure, optimize, virtualize, cloud-enable, and/or cloud-migrate these IT systems. The desired end-state architecture will have all these systems migrated to modern, cloud-based provisioning environments while using DevSecOps approaches, service-oriented architectures, modern code management tools, and current programming languages.

1.2 Purpose

The purpose of this Request for Information (RFI) is to gauge industry interest, assess industry’s understanding of NGA’s proposed acquisition strategy for the Stardust program as detailed in the “Stardust Base Requirements” Performance Work Statement, gain feedback on the planned acquisition approach, and determine which portion(s) of this acquisition may be appropriate for a Small-Business Set Aside (SBSA).

1.3 DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

1.4 Scope

The purpose of the Stardust program is to provide Earth Modeling capabilities development and integration services aligned with NGA and SFN goals. Stardust will result in the modernization of Geomatics IT systems and infrastructure towards the desired end-state. As part of this modernization, the program will provide assessment, engineering, and micro-services development to optimize both the systems and the intended cloud environment. Additionally, Stardust will transition and continue feature development of Minimum Viable Products (MVPs) delivered by the NGA Research Directorate’s (NGA/R) Foundation and Geophysics Pods in support of NGA/SFN.

The Stardust program will acquire engineering and development teams nominally divided among two different Functional Areas: Platform Services and Application Services. Platform teams shall deliver the cloud-based environment(s) required for modernized Geomatics IT systems, while applications teams will design, test, build, and integrate the specific capabilities required by NGA/SFN Divisions.

3.5.3The Earth Modeling Project has envisioned a multi-award structure for Stardust. Which would be more effective: a single award per Functional Area (such as a Single Award IDIQ), or a focus on smaller, modular contracts for individual scrum teams? Or would another multi-award approach altogether be more beneficial?
3.5.4Do you foresee risks with the multi-award strategy for Stardust? If so, what advantages would you predict for a single-award approach instead?
3.5.5Labor Hours and Time & Materials have become common contract types for software development efforts. How would you incentivize performance on a program like Stardust?
3.5.6Stardust developers will deploy capabilities to the Unclassified, Secret, and Top Secret cloud environments. On a hypothetical scrum team, what mix of cleared/uncleared developers would you predict would be most successful on a program like this? What risks would uncleared developers present?
3.5.7Geomatics sciences and tradecraft can present difficult spin-up times for new developers. How would you reduce the learning curve for your team?
