About this file

This document is a Frequently Asked Questions (FAQ) related to a Request for Proposal (RFP) issued by the Florida Department of Health (DOH) for Architect Continuing Service Contracts in the North Region. The intent is to hire an architectural firm as the prime consultant with a team capable of providing a full range of design services including architecture, mechanical, electrical, plumbing, and civil engineering. Firms may submit as the prime or as a subconsultant, but cannot be both. DOH is seeking a minimum of 5 and a maximum of 10 example projects demonstrating the team's relevant experience, with a focus on repair and renovation projects ranging from $500,000 to $2,000,000 in budget.

The contract will serve the DOH's facilities in the Northern Region of Florida, which primarily consist of general office and clinical spaces, as well as major health laboratory facilities. DOH has a long history of hiring Architect-Engineer (AE) firms for continuing service contracts, with firms ranging in size from small 2-3 person firms to large multi-national corporations. The selected AE team must be able to provide the full range of required design services to support the DOH's facility needs.

Architect Continuing Service Contract Request for Proposal

Frequently Asked Questions

Question 1: Can you clarify whether the DOH wants a multi-discipline team for this contract or if you intend to hire the Architect firm only and hire the engineers under separate contracts by discipline?

Response: The intent is to hire a team and not individual disciplines under separate contracts. The overall team (prime and sub-consultant’s) should be able to provide a full range of design services including Architectural, Mechanical, Electrical, Plumbing, and Civil.

Question 2: Does the primary firm have to be an Architectural firm or can it be an Engineering firm with an Architect as the subconsultant.

Response: The intent is to contract with an Architectural firm as the prime consultant. An Engineering firm may apply as the prime, but they must provide evidence of a strong relationship with an Architectural firm as their subconsultant or that they have an Architectural team in-house.

Question 3: Can a firm submit a proposal as the primary consultant and as a sub-consultant under another prime consultant?

Response: A firm cannot respond to this advertisement as a prime with their own sub-consultants and as a sub-consultant under another prime. You are either a prime or a sub, not both. However, a firm can be listed as a sub-consultant under multiple primes.

Question 4: Can you give us any information about the types of projects that we should provide in our SF330 as examples of our experience?

Response: The full range of project scale is listed in the advertisement. However, the balance of DOH facilities consist of a combination of general office spaces and clinic spaces such as doctor examination spaces. The DOH also maintains major health laboratory facilities which require specialized laboratory design. We anticipate most of the projects under this contract will be repair and renovations that range in budget from $500,000-$2,000,000.

Question 5: Should the SF330 contain 10 example projects?

Response: We request a minimum of 5 and a maximum of 10 example projects.

Question 6: Does the list of services on page 3 of the PQS form include all disciplines that we should include in our SF330, or are there other services that we should be prepared to provide (such as certified industrial hygienist, fire protection engineer, geotechnical engineer, etc.)?

Response: As stated in the response to question 1, the intent is to hire professional service teams (prime plus subconsultants) that can provide a full range of design services. It is up to the respondent to decide how to best construct and present their team.

Question 7: Is any information available about current or previous contract holders under this contract?

Response: DOH has a 20+ year history of hiring AE firms for continuing service contracts. The size, scope and abilities of these firms are too varied to list. In general, they range in size from 2-3 person firms to large multi-national corporations. As stated in the response to question 1, the intent is to hire AE teams that can provide a full range of design services.
