About this file
This document is a comprehensive project manual for a City of Pittsburgh Department of Public Works construction project located at 412 Boulevard of the Allies, involving multiple government entities including the City of Pittsburgh, Housing Authority of the City of Pittsburgh (HACP), and Urban Redevelopment Authority (URA). The project involves interior renovations and build-out of office spaces, encompassing selective demolition, construction of business, assembly, and storage occupancy spaces within an existing multi-story building. The project will be executed using a multiple prime contractor approach, with separate contracts for General, Electrical, Mechanical (HVAC), and Plumbing work. The project specifications cover a wide range of construction activities including architectural, structural, mechanical, and electrical improvements, with detailed requirements for materials, installation methods, and finish standards.
The project is designed to be a LEED Silver certified interior design and construction project, with specific sustainability requirements including waste management goals, low-VOC material restrictions, and indoor air quality controls. The estimated budget and specific funding sources are not explicitly detailed in the document, but the project involves comprehensive renovations across multiple trades and disciplines. The specification manual provides extensive technical details across 50+ specification sections, covering everything from temporary environmental controls to final finishes, with a focus on high-performance, sustainable design principles. The project appears to be a significant interior renovation and modernization effort for municipal office spaces, with careful attention to environmental performance, material quality, and functional design.

1.3 COORDINATION
A. Coordination: Contractor shall coordinate its construction activities with those of other
Contractors and Subcontractors, the Owner's on-site representative, and other entities involved to assure efficient and orderly installation of each part of the Work. Each Contractor shall coordinate its operations with operations included under different Sections of the Specification that are dependent upon each other for proper installation, connection, and operation.
1. Coordination drawings are required. The Contractor and Subcontractors may bill the
Owner for coordination drawings upon completion and upon review of coordination drawings by the Architect. Coordination Drawings are assigned the following values and shall appear on each Contractors’ Schedule of Values. Payment for completion of coordination drawings shall be by the monthly pay application process.
a. General Trades – minimum of 3.0 percent (3%) of the general trades contract.
b. HVAC – minimum of 3.0 percent (3%) of the HVAC contract.
c. Plumbing – minimum of 5.0 percent (5%) of the plumbing contract.

2. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, each Contractor shall schedule its construction activities in the sequence required to obtain the best results.
3. Where availability of space is limited, each Contractor shall coordinate installation of different components with other Contractors to assure maximum accessibility for required maintenance, service, and repair.
4. Each Contractor shall make adequate provisions to accommodate items scheduled for later installation.
COORDINATION DRAWINGS 013118 - 2
5. Review: Architect will review coordination drawings to confirm that, in general, the
Work is being coordinated, but not for the details of the coordination, which are
Contractor's responsibility. If Architect determines that coordination drawings are not being prepared in sufficient scope or detail, or are otherwise deficient, Architect will so inform Contractor, who shall make suitable modifications and resubmit
6. No installation of permanent systems shall proceed until the coordination drawings have been reviewed by the Architect. When work is installed prior to the completion of the
Architect’s review, the Owner has the right to have the work removed and reinstalled in sequence and in accordance with the reviewed coordination drawings at the defaulting contractor’s expense.
7. When a Contractor goes beyond the specified coordination drawing duration or otherwise fails to fulfill its coordination drawing responsibilities the Owner also has the right but not the obligation to any Contractor to withhold the Contractor’s Application for
Payment(s) until the Contractor has fulfilled its coordination drawing responsibilities and forwarded the coordination drawings to the successor Contractor and/or Architect as applicable.
8. When work has been installed without proper coordination, changes to this work deemed necessary by the Architect shall be made to correct the conditions without extra cost to the Owner.
9. Device locations shall be coordinated to insure that conflicts will not exist once finishes and wall mounted items are installed.
B. Conservation: Each Contractor shall coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.
