About this file

This document is a Scope of Work for Request for Bid (RFB) 2022-RFB-0130 issued by the Sacramento County Water Agency (SCWA) for Water Meter Reading Services. The contract involves reading approximately 34,877 customer meters monthly across seven different service areas, primarily using Sensus' TouchRead® method with fewer than 100 manual reads. The contract will run for an initial two-year term from July 1, 2023 to June 30, 2025, with the option to extend for two additional two-year periods, potentially covering a total of six years. The meters are located in various areas including Laguna, Northgate, Arden Park Vista, Vineyard, Mather/Sunrise, Country Creek Estates, Grantline, and Sunrise/Douglas, serving residential, commercial, industrial, parks, streetscapes, medians, and institutional customer types.

The unit price for meter reading will be a comprehensive cost covering all aspects of the service, including personnel, supervision, training, uniforms, equipment, vehicles, fuel, electronic reporting, materials, supplies, and applicable sales tax. The contractor must maintain a 99.9% accuracy level in meter readings, with electronic meter read data to be provided to the County of Sacramento's Consolidated Utility Billing & Service (CUBS) by the 23rd of each month for billing cycles 1 and 5, and by the 7th of each month for the temporary Cycle 7 route. SCWA notes that they intend to eventually retrofit meters currently read via TouchRead® with Flexnet™ or its equivalent, which will reduce the number of meters requiring manual reading, though no specific timeline is provided for this transition.

Sacramento. The County of Sacramento’s Water Resources Department provides SCWA’s engineering, administrative, maintenance and operation support services. SCWA’s website is:

http://www.waterresources.saccounty.net/scwa/Pages/default.aspx.

In the future, SCWA intends to retrofit meters currently read via TouchRead® with Flexnet™ or its future equivalent. When this occurs, the quantity of meters to be read via TouchRead® will be reduced. SCWA has no specific plan or schedule to accomplish this task.

Any remaining balance of such payments shall be paid to Contractor only after discharge in full of all liability incurred by Contractor under this section or otherwise. If the sum so retained by County is not sufficient to discharge all such liabilities of Contractor, Contractor shall continue to remain liable to the County until all such liabilities are satisfied in full.
