About this file

This is a layout and technical specification document for the Highland Park Tennis Courts Upgrades project issued by the City of Pittsburgh Department of Public Works. The project involves comprehensive resurfacing of tennis courts located at 6344-6348 Stanton Avenue in Pittsburgh, Pennsylvania, divided into two distinct phases. Phase I includes approximately 32,700 square feet of court resurfacing, while Phase II covers approximately 26,300 square feet. The work requires stripping existing bituminous paving layers, furnishing and installing subbase aggregate, applying a 1-1/2" minimum PennDOT Superpave 9.5mm wearing course, 1-1/2" to 2" minimum PennDOT Superpave 19mm leveling/binder course, and a 6" minimum compacted PennDOT 2A base course, followed by a liquid applied acrylic surface system in two colors matching existing courts. Additional deliverables include replacement of existing tennis nets upon completion and reinstallation of site furnishings per existing layout. A mandatory pre-bid meeting was scheduled for August 2, 2022, at 8:00 am, with bid questions due by August 19, 2022, and final bid responses required by August 25, 2022, at 2:00 pm. An optional add alternate includes repaving the bleacher and pavilion area and replacing the existing water fountain with a new city standard model.

Contractors must comply with Pennsylvania State Prevailing Wage requirements, with wage rates ranging from approximately $22 to $54 per hour plus fringe benefits between $16 and $34. Bidders are required to submit a performance bond for 100% of the project amount and complete a vendor questionnaire agreeing to city terms and conditions. The project specifications mandate strict tree protection protocols per city standards, with City Forestry responsible for pruning and removing conflicting trees. Contractors must haul and dispose of all stripped and unusable materials and repair any sidewalk damages occurring during construction. Independent coordination with separate lighting and fencing contractors will be necessary, with all work coordinated through the city DPW project manager. No specific budget range is detailed in the procurement documents; however, the comprehensive scope of work indicates a substantial municipal infrastructure investment.
