About this file

This document is a specification sheet for a state transportation department's requirement for 40,320 emergency roadside fusees/flares. The fusees/flares must be approximately 11-14 inches long, contain a friction-activated ignition system, and burn for a minimum of 20 minutes. They must be water-resistant and include a wire stand to keep the flare off the pavement. The department reserves the right to order at least 25% of the total quantity after award. Each case must contain between 36-72 flares, and the vendor is responsible for all shipping costs. Pricing is based on a cost-per-flare basis, and the awarded vendor may receive a minimum order of 10,080 flares.

The document does not provide information on pricing terms, set-asides, incumbents, funding sources, or other salient contract details. The key requirements focus on the technical specifications of the emergency roadside fusees/flares and the potential order quantities.

Text version

Requirements:

The fusee/flare shall consist of a tube of suitable material containing flare composition together with a suitable means of ignition by friction. The fuse/flare should be approximately 11 to 14 inches in length with a plastic protective cap with striker on the inside. The surface of the striker should be treated with red phosphorus and covered with a plastic striker cap for safety reasons.

The ignition head of the fusee/flare should fasten to the fusee/flare in such a way that it can tolerate the friction from the scratching surface contained in the striker cap and will not break off when struck.

The fusee/flare should be able to burn for a minimum of twenty (20) minutes. The ignition compound should be impervious to water and be able to function in wet, inclement weather. These fusees/flares are placed upon the roadway during all conditions, including rain and snow.

The fusee/flare should be a self-contained unit. It should have a wire stand connected to the body of the fusee/flare which allows the fusee/flare to be placed on the pavement without touching it. This stand should be part of the fuse/flare and be made of flexible wire. The wire should be easy enough to bend by hand, but strong enough to keep the fusee/flare off of the pavement. It should have no sharp edges and present no dangers to the motoring public if it is accidently left on the pavement.

The fusee/flare should contain no Potassium Perchlorate or other known environmental contaminants.

Total number of individual fusees/flares shall be 40,320. Pricing is based on cost per flare and is all inclusive which means the unit cost shall also include shipping. Each Case should contain a minimum of 36 flares and not to exceed 72 flares. The number of cases and units per case may vary. It should be shipped in a carton with a plastic bag to prevent moisture from accumulating.

Once the award is executed and issued to the successful vendor, the Department of Transportation reserves the right to place a minimum order of 25 percent of the awarded quantity or 140 cases representing 10,080 flares.
