The solicitation requires proposals for comprehensive systems inclusive of hardware, software, hosting services, implementation, training, and ongoing maintenance and technical support. Proposers may submit bids for a gunshot detection system, an ALPR system, or both, with scoring conducted separately for each offering. The RFP was issued on July 28, 2022, with questions due by August 4, 2022, addenda posted by August 8, 2022, and proposals due on August 25, 2022, at 2:00 PM Central Time. One original and four copies, plus an electronic version on flash drive, must be submitted to the City of Green Bay Purchasing Department, or submissions may be made electronically via DemandStar. The City reserves the right to request oral presentations, site visits, and demonstrations from selected proposers at the proposer's expense. Award will be granted based on the highest-scoring responsive and responsible proposer evaluated against stated criteria, with the possibility of requesting best and final offers. The contract term is not explicitly specified as a fixed period in the scope section, though cost proposals request pricing for years one through five and year ten separately.
Pricing shall be submitted in a separately sealed envelope as all-inclusive, not-to-exceed fixed fees covering all direct and indirect expenses, including travel, lodging, installation, and data transmission charges. The gunshot detection system cost proposal must include annual maintenance and subscription fees for years one through five and year ten, with warranty information. Similarly, ALPR pricing must cover cameras, installation at various locations, vehicle-mounted systems, annual maintenance and subscription services, and warranty details. The City of Green Bay is tax-exempt under Wisconsin statute and federal tax ID #39-6005458. Proposals will be scored using a 100-point rubric: Experience & Qualifications (25 points), Proposed Service/Maintenance (20 points), Implementation Strategy (20 points), Quality/Elements of Proposal (15 points), and Proposal Fee (20 points). The City does not guarantee purchase of any specific quantity or dollar amount. Before final award, the City will select the three highest-scoring vendors to provide at least three cameras for a 60-day pilot test. The contract is subject to various federal requirements including Buy America provisions, disadvantaged business enterprise participation goals, and compliance with FTA regulations, as the project is expected to receive partial funding from the Federal Transit Administration.

s. 134.90(1)(c)
(c) “Trade secret” means information, including a formula, pattern, compilation, program, device, method, technique or process to which all of the following apply:
1. The information derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use.
2. The information is the subject of efforts to maintain its secrecy that are reasonable under the circumstances.
The City cannot ensure that information will not be subject to release if a request is made under applicable public records laws. The City cannot consider the following confidential: a proposal in its entirety, price proposal information, or the entire contents of any resulting contract. The City will not provide advance notice to Proposers prior to release of any requested record.
To the extent permitted by such laws, it is the intention of the City to withhold the contents of Proposals from public view⎯until such times as competitive or bargaining reasons no longer require non-disclosure, in the City’s opinion. At that time, all Proposals will be available for review in accordance with such laws.
1.20 Contract Quantities
The estimated annual quantities identified within this RFP are for proposal purposes only and are based on historical data. The City does not guarantee to purchase any specific quantity or dollar amount.
Proposals that state the City must guarantee a specific quantity or dollar amount may be disqualified.
1.21 Usage Reports
Annually, the successful Proposers shall furnish to City Purchasing usage reports summarizing the ordering history for each department served during the previous contract year. The report, at a minimum, must include each and every item or service ordered during the period, its total quantities and dollars by item/service and in total. The City reserves the right to request usage reports at any time and request additional information, if required, when reviewing contract activity.
1.22 Proposal Evaluation
The City’s evaluation committee will consist of members who have been selected because of their special expertise and knowledge of the service(s) and/or product(s) that are the subject of this RFP. Proposers may not contact members of the evaluation committee except at the request of the Purchasing Department.
The proposals will be initially reviewed to determine if mandatory requirements are met. Failure to meet mandatory requirements shall result in the proposal being rejected. In the event that all proposers do not meet one or more of the mandatory requirements, the City reserves the right to continue the evaluation of the proposals that most closely meet the mandatory requirements of this RFP.
1.23 Proposal Scoring
Accepted proposals will be reviewed if their proposal meets minimum requirements. From there they will be reviewed by an evaluation committee and scored against the stated criteria. The committee may review references, request interviews/presentations, conduct demonstrations and/or conduct on-site visits. The resulting information will be used to score the proposals. The evaluation committee's scoring will be tabulated and proposals ranked based on the numerical scores received.
Proposals will be scored using the following criteria:
We will be scoring the Gunshot Detection System and the Automated License Plate Reader separately.
using the same criteria below for both. If you submit a Gunshot Detection System which includes a License Plate Reader that equipment will also be scored separately. The City is looking for the Best Solution that adds the Best Value to this project.

TOTAL 100
TAB #1 - Experience & Qualifications: Provide a brief narrative on the proposer’s relevant experience, qualifications and past performance on similar equipment. Please provide the relevant experience and qualifications of key personnel that will be assigned to this project.
TAB #2 - Proposed Services (Maintenance): Proposer should provide information on any on-going professional services such as hosting fees, maintenance fees and technical support guidelines for system failure. Describe data retention capabilities.
TAB #3 - Implementation Strategy: Proposer must provide details on the implementation and training process to include methodology, planning, installation, system configuration, timeline and training. Must provide a detailed description of the training services provided.

TAB #5 - Proposal Fee: In a separately sealed envelope, provide a cost for all equipment along with duties applicable to carry out the objectives detailed in the Scope of Work and Evaluation Criterion. Also state any fees related to travel, lodging and any other ancillary expenses.
1.24 Award and Final Offers
Award will be granted in one of two ways. The award may be granted to the highest scoring responsive and responsible proposer after the original evaluation process is complete. Alternatively, the highest proposer or proposers may be requested to submit best and final offers. If the City requests best and final offers, they will be evaluated against the stated criteria, scored, and ranked by the evaluation committee. The award will then be granted to the highest scoring proposer following that process.
However, a proposer should not expect that the City will request a best and final offer.
After an award is made, a proposal tabulation summary will be available through DemandStar. Proposal results will not be given over the telephone. Award will be based on overall best value to the City and not based solely on lowest price. The RFP process does not have final approval of award and/or disbursement of funds. Final award and funding must go through appropriate committee approval before final award and disbursement of funds are approved and disbursed.
1.25 Partial Award
Unless otherwise noted, it will be assumed that Proposers will accept an order for all or part of the items/services priced. It is the City’s intention to award to the vendor who proposes the system that we believe is the best value for the City’s Police Department. We may be awarding both a Gunshot Detection System and Automated License Plate Reader or one or the other whichever is the best overall solution and value for the City.
1.26 Negotiate Contract Terms
The City reserves the right to negotiate the terms of the contract, including the award amount, with the selected proposer prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring proposer, the City may negotiate a contract with the next highest scoring proposer.
1.27 Cost Proposal
Purchasing will score the cost proposals by prorating with the lowest cost proposal given the highest score. The formula is as follows: Calculation of points awarded to subsequent proposals will use the lowest dollar proposal amount as a constant numerator and the dollar amount of the firm being scored as the denominator. This number is then multiplied by the number of points given to the cost section of the RFP, resulting in the cost proposal score.
Lowest Cost Proposed Constant _ X Maximum Points Assigned to Cost = Score Other Proposed Cost
Cost Proposals shall be in a separate sealed envelope and submitted within the proposal package. The outside of the envelope should clearly state “Cost Proposal” and the name of the proposer.
1.28 Tax Exempt
The City of Green Bay as a municipality is exempt from payment of federal excise taxes and State of Wisconsin taxes per Wisconsin statute 77.54(9a). Federal Tax ID #39-6005458. A completed Wisconsin Department of Revenue Form S-211 (R.2-00) can be requested through the Purchasing Department. Our tax-exempt number is 008-0000428893-07.
1.29 Appeals Process
Notices of intent to protest and protests must be made in writing. Protestors should make their protests as specific as possible and should identify Wisconsin Statutes or City of Green Bay ordinance provisions that are alleged to have been violated.
The written notice of protest must be filed with the Procurement Manager, Green Bay, WI, 100 North Jefferson St. Room 101, Green Bay, WI 54301, and received no later than 72 business hours after the intent to award notice is issued.
1.30 Proposers Responsibility
Proposers shall examine this RFP and shall exercise their judgment as to the nature and scope of the work required. No plea of ignorance concerning conditions or difficulties that exist or may hereafter arise in the execution of the work under the resulting contract, as a consequence of failure to make necessary examinations and investigations, shall be accepted as an excuse for any failure or omission on the part of the Proposers to fulfill the requirements of the resulting contract.
